WASH Project Manager in Sudan (West Darfur)

Role and Responsibilities

Responsible for the implementation and positive impact of the Water, Sanitation, and Hygiene (WASH) programme in West Darfur: supervision and training of WASH staff; coordination of WASH programming with other NGOs and UN agencies; develop high quality WASH proposals and drafts of donor reports; contribute to overall project coordination in the core management team.

Project Overview

A relief response to the needs of approx 330,000 conflict affected people in West Darfur state. Activities include: provision of primary health care, reproductive health; health education and hygiene promotion; improved water quality and access; and support of latrine construction (WASH component for about 140,000). Some activities are in El Geneina town, however most are in rural locations.

Initial Contract Details: Minimum 18 months, 100%

Key activity areas

Technical / Management
• Develop and manage a comprehensive activity plan covering the time frame of the project proposal.
• Ensure regular monitoring and evaluation assessments against project objectives. Take the lead on the LQAS-surveys for WASH project and adapt programming accordingly.

Financial Management
• Manage the WASH budget in consultation with relevant managers.
• Develop WASH budgets for new proposals.
• Organise and manage major contracts (drilling, water yards) in consultation with WASH Advisor

Staff Management
• Line-manage three team leaders Nationally Recruited Staff (NRS) and one Internationally Recruited Staff (IRS), the WASH Manager.
• Take the lead and advise on transition of WASH team set up to function more independently and efficiently with a focus on improving community participation and ownership, and better systems for monitoring and evaluating impact.
• Support team leaders in leading their teams and growing in responsibilities (day-by-day planning of teams, regular reporting, CNF, staff management, setting targets for the teams).
• Manage personnel related issues with the WASH project, both specifically for directly managed staff and generally for all WASH staff.
• Oversee the assessment of staff training needs with a focus on greater responsibility for national staff and ensure that appropriate training is conducted.

Reporting / Coordination
• Responsible to plan and ensure accurate and timely reporting of the impact of WASH project activities for donor, government and internal reports.

Quality Management
• Aim to adhere to the Sphere standards and HAP principles and other relevant good practice as far as possible and in an accountable and professional manner.

Qualifications
• Higher level qualification in a technical field, preferably in water and sanitation
• BSc/MSc in Water, Hydrology, Environmental Engineering or Management desirable

Experience / Competencies
• Two years work experience post qualification; two years of overseas experience
• One year of overseas experience in relief work with an NGO, having worked preferably in the water / sanitation sector desirable
• One year of work experience in relief projects in unstable security environments desirable
• Previous management and leadership experience
• Good report writing, administration, advanced planning, assessment and analytical skills
• Ability to set clear objectives for national staff / delegates and to coach/guide staff to develop their skills
• Able to develop and maintain effective relationships to work colleagues, beneficiaries, other agencies and local authorities
• Sensitive to team security and adheres security protocols and guidelines
• Able to cope with basic living conditions in the field and during field trips
• Capacity to give spiritual support

• Minimum three months inter-cultural overseas experience
• Single, or married (without dependent children)
• Strong working knowledge of English (oral and written)
• Working knowledge of French (oral and written) for French speaking field programmes
• Competent with MS Word, Excel, PowerPoint and Outlook
• Able to live and work with a multicultural team under difficult conditions
• Strong character traits, including emotional stability, adaptability, ability to handle stress, cultural and gender sensitivity, honesty, and physically fit
• Successful completion of Medair Relief & Rehabilitation Orientation Course (ROC)

Working Conditions
• The role is estimated to be 90% based in El Geneina and 10% on field trips but these percentages may vary substantially. El Geneina is a remote town in West Darfur, without continuous running water or electricity.
• Medair has been in the region for seven years and very good relationships with local people have been established. However, past and current conflict in Darfur means a constant awareness of the security situation is essential.
