Norwegian Refugee Council Program Manager ICLA

NRC has worked in the DR Congo since 2001 and contributes to the improvement of living conditions for displaced through NFI and food distributions, food security interventions, construction of shelters and schools, education and Information, Counselling and Legal Assistance (ICLA). The main office is in Goma with a liaison office in the capital Kinshasa. Interventions are located in North Kivu (Goma, Béni) and in South Kivu (Bukavu, Baraka). NRC is providing protection and humanitarian assistance to IDPs and returnees through an integrated approach, with its project activities supporting and reinforcing each other.

As of 30 June 2012, OCHA estimates a total of 2,240,254 displaced and over 700,000 returnees within the DRC, while another 450,000 Congolese continue to live abroad as refugees. After years of conflict, return and reintegration of the displaced populations constitute an enormous challenge for the humanitarian community. In order to facilitate this, reconciliation committees have been established in all areas of expected major return in order to ease tensions and mediate potential conflicts between returnees and host communities.

Job description ■Develop and implement strategies for the ICLA programme ■Ensure quality and effectiveness in the implementation of ICLA projects ■Assure the integration of ICLA program into the long-term goals of NRC and the populations which NRC supports ■Promote NRC’s goals internally and amongst all stakeholders in DRC ■Develop internal monitoring and evaluation systems ■Capacity building of staff teams ■Prepare applications and budgets to relevant donors ■Produce required reports

Qualifications ■Law degree in the field of international humanitarian or human rights law or other relevant educational background (political science, international relations, where human rights law and others relevant international laws have been included etc) combined with relevant professional experience ■At least three years of experience working in conflict settings with legal aid and/or Alternative Dispute Resolution programmes for IDPs/ refugees ■Very strong understanding of protection principles. Previous experience working with customary law systems ■Thorough knowledge of problems related to land in contexts of legal pluralism in both urban and rural settings ■Experience in running workshops and training of trainers ■Experience from legal aid programs in relation with both statutory and customary law ■Significant understanding of complex emergencies and crisis contexts ■Political and cultural awareness and experience of working where insecurity is a major issue ■Proven communication, interpersonal, representation, negotiation and leadership skills ■Fluency in French and English ■Computer skills (common software programmes) ■Proven skills and experience in report writing

We offer ■Commencement: March 2013 ■Contract period: 12 months ■Salary/benefits: According to NRC’s general directions, and free housing of moderate standard. Please note that tax fees may occur for some countries ■Duty station: NRC Area Offices in Goma, Bukavu and Béni. The PM ICLA may be required to rotate amongst these within the year. According to need, the ICLA PM will also travel to Kinshasa to attend meetings and coordinate with UN, NGOs and Government institutions. This is non-family posting. Programme follow up will require frequent travelling in the provinces of operational area. Travel to field locations is dependent on changing security conditions, therefore abiding to NRC’s security regulations is a must. Recreational and social facilities are limited, and accommodation is modest. International staff members can be required to live in joint accommodation
