POSITION SUMMARY
Adeso is seeking a qualified and committed individual to join the Adeso team as a Monitoring and Evaluation (M&E) Officer for the Livelihood and Emergency Assistance Project for Somalia (LEAPS) in Sanaag region of Puntland/Somaliland. Based in Badhan, the incumbent will support LEAPS teams both in Sanaag and in Mudug through frequent field visits and direct technical assistance. The M&E Officer will work closely with LEAPS teams at the field level to provide technical support on all areas of program monitoring, reviews and evaluations. The key responsibilities will involve ensuring program quality and collection of important relevant data for the project supporting programmers/projects to manage the various data/knowledge bases. The position also has a primary responsibility to support program reporting on results at various levels. The position reports to the Deputy Program Manager – LEAPS Badhan/Sanaag region.

SPECIFIC ROLES AND RESPONSIBILITIES:
The M&E Officer will work with the M&E specialist to generate organizational, country and projects M&E frameworks as may be required. The position holder will play a critical in organizing and coordinating monitoring, review and evaluation activities in LEAPS project in Sanaag and in Mudug region. S/he will, also, ensure timely collection, analysis and reporting of valid and reliable data that meet donors’ reporting requirements. Specific assignments for this position are detailed below:
• The M&E Officer will coordinate the development of the M&E framework for Adeso, LEAPS project in Badhan/Galkayo of Sanaag/Mudug regions;
• Coordinate the development and use of various M&E tools at both organizational, country and projects levels;
• Work with Program teams to ensure that Adeso projects document progress and demonstrate project results as per the contracts in place;
• Work with LEAPS Project Officer and Deputy Project Manager as appropriate to ensure that there is good coordination and that there is quality assurance on all assessments, knowledge management, program reviews and evaluations;
• Support all projects to meet their reporting requirements and timely data collection;
• Work with the other departments and projects to ensure that the organizational, country and projects’ knowledge management is supported and maintained at the appropriate levels;
• Support the M&E specialist in developing performance monitoring and review for all projects;
• Participate in program design and review.

SKILLS AND QUALIFICATIONS:
• Bachelor’s degree in any social sciences. Preference will be given to candidates with a post graduate degree related to M&E and experience with cash based response projects;
• Minimum of 3 years experience working with reputable national or international organizations in M&E and program management;
• Demonstrable experience and competencies in research, monitoring and evaluation for INGOs, UN agencies and/or donor programs;
• Good understanding in working in development and humanitarian response contexts;
• Proven and high level statistical skills including design, data analysis and presentation;
• Computer proficiency in statistical packages like SPSS for both qualitative and quantitative data analysis;
• Sound understanding of indicators, data collection methodology, data quality issues; ability to develop indicators and data collection tools and assess data quality;
• Demonstrated quantitative skills, including use of Microsoft Excel and skills in analyzing, interpreting and communicating information to a variety of stakeholders;
• Good interpersonal skills as well as networking, flexibility and innovativeness;
