The African Union, established as a unique Pan African continental body, is charged with spearheading Africa’s rapid integration and sustainable development by promoting unity, solidarity, cohesion and cooperation among the peoples of Africa and African States as well as developing a new partnership worldwide. Its Headquarters is located in Addis Ababa, capital city of Ethiopia. The African Union has established a Liaison Office in Libya, to assist, in cooperation with the United Nations, the League of Arab
States and other stakeholders, in the efforts aimed at stabilizing the situation in Libya, promoting national reconciliation and inclusivity, and facilitating the transition process towards democratic institutions, building on the relevant provisions of the AU Roadmap.
In seeking to achieve this objective, the African Union intends to fill all vacant posts in its new Liaison Office in Tripoli, Libya.

3. MAJOR DUTIES AND RESPONSIBILITIES
The Post-Conflict Reconstruction and Development/Security Sector Reform Officer (SSR), under the guidance and supervision of the Special Representative and his Deputy:
(i) follows-up and monitors all aspects of the situation in Libya relating to post-conflict reconstruction and development, including SSR, and makes recommendations on actions to be taken;
(ii) provides knowledge and expertise on matters relating to post-conflict reconstruction and development, including SSR, to further the consolidation of peace and the promotion of lasting stability in the country;
(iii) advises the Special Representative and his Deputy in their interactions with the Libyan authorities and stakeholders on all matters relating to post-conflict reconstruction and development, including SSR;
(iv) interacts with the Libyan authorities, stakeholders, including political parties and civil society, UNSIML and other international partners, to exchange views on issues relating to post-conflict reconstruction and development, including SSR, and coordinates efforts in support of the steps taken by the Libyan authorities and other stakeholders;
(v) provides appropriate advice on the planning and implementation, as well as the monitoring and evaluation of PCRD/SSR policies, programmes and projects;
(vi) prepares reports, talking points, communiqués and other contributions on issues falling under his/her purview; and
(vii) performs any other duties as may be assigned to him/her by the Special
Representative of the Chairperson of the Commission.
4. EDUCATIONAL QUALIFICATIONS
A degree in Political Science, International Relations, International Law and Conflict Prevention and Resolution;
5. WORK EXPERIENCE
Candidates must have 3-5 progressively responsible experience in Political Affairs, International Law and issues related to Conflict Resolution and Reconstruction. The incumbent must have the ability to work within a small field office in difficult circumstances, take initiatives and be a team player. He/she must be computer literate and versed in the use of computer applications including word processing, spreadsheet and presentation software. He/she must have excellent writing and report drafting and good interpersonal skills; ability to establish and maintain effective working relations with people of different national and cultural backgrounds with sensitivity and respect for diversity.
6. LANGUAGE REQUIREMENT
Proficiency in two of the African Union working languages, preferably English and Arabic. Knowledge of other working languages would be an added advantage.
7. AGE REQUIREMENT
Candidates must preferably be between 25- 45 years of age.
8. TENURE OF APPOINTMENTS
The appointment will be for twelve months and is renewable, subject to satisfactory performance.
