Abt Associates, Inc. is
seeking a qualified Programme Director (PD) to lead the upcoming
DFID-funded Technical Assistance (TA) component of the DFID Malawi
Health Sector Programme (MHSP). The 4-year TA Programme will deliver a
package of technical assistance to build the capacity necessary within
the Ministry of Health (MOH) and the Christian Health Association of
Malawi (CHAM) to fully implement the new five-year Health Sector
Strategic Plan.
The Lilongwe-based PD will provide strategic leadership, management and direction for the TA Programme and will work closely with DFID, the MOH, CHAM and other development partners to achieve the project's objectives. The PD reports directly to the US-based Portfolio Manager for the Programme. Please note that this position is contingent upon project award and funding.

SPECIFIC RESPONSIBILITIES:
Provide leadership and technical and managerial oversight for the TA Programme to ensure timely implementation and reporting of activities.
Ensure that quality of services is maintained at the highest standard, and that all project Milestone objectives are met. Provide financial and technical reports to DFID in a timely manner and represent the interests of the TA Programme and Abt Associates to the technical and contractual clients in DFID. Build and directly manage relationship with DFID/Malawi clients. Build relationship within the MOH and CHAM in order to identify and prioritize TA needs. With members of the project Senior Management Team, adapt and implement management systems with standard operating procedures to administer all activities funded by the Programme, ensuring sufficient financial staff for disbursing all local costs under this project, monitoring and tracking expenditures, and preparing financial reports of project expenditures for submission to DFID. Ensure collaboration with the Ministry of Health, partners, other stakeholders and government representatives. Supervise direct reports with particular focus on their key tasks and project deliverables. Communicate, implement, and assure adherence to project policies, guidelines and values; develop staff skills and knowledge; and facilitate supervisee success and professional development whenever possible. Management of high quality, cost-effective TA inputs to meet project objectives Supervise and manage technical and programme inputs of Programme subcontractors, ensuring adherence to approved scopes of work and budgets. Minimum Qualifications:
(15) years of experience OR the equivalent combination of education and experience. This experience would include 1-5 years of management experience.
Skills/Knowledge Required:
Minimum of a Master’s degree in a relevant discipline. Significant (15 years+), senior-level experience designing, implementing, and managing complex health programs with an emphasis on health systems strengthening, capacity building, and planning and management programs in developing countries. Previous DFID project experience is required. Demonstrated technical depth in at least one of the following areas is preferred but not required: health planning, health financing and/or management of health services. Possess outstanding professional reputation and have strong demonstrated interpersonal, written, and oral presentation skills (English required). Demonstrated success managing complex consortia or multi-donor programs is highly desired. Experience building and maintaining partnerships with other projects, local organizations, host country governments, and international agencies.
Knowledge of Malawi health sector, Health Sector Plan and Swaps preferred.
