Abt Associates, Inc. is
seeking a qualified Finance and Administration Director (F&A
Director) to support the DFID-funded Technical Assistance (TA) component
of the DFID Malawi Health Sector Programme (MHSP). The 4-year TA
Programme will deliver a package of technical assistance to build the
capacity necessary within the Ministry of Health (MOH) and the Christian
Health Association of Malawi (CHAM) to fully implement the new
five-year Health Sector Strategic Plan.
The Lilongwe-based F&A Director will manage all programme operations and finances, under the direction of the Programme Director, for the TA Programme. The F&A Director reports directly to the Programme Director. Please note that this position is contingent upon project award and funding.
SPECIFIC RESPONSIBILITIES:
Manage programme operations and finances, under the direction of the Programme Director. Lead the development of administrative, financial, and operations systems necessary to support the attainment of project strategies, objectives, and plans. Work with the Programme Director to liaise with the client on finance and administrative issues. Participate in negotiations with client on contract issues and actions and follow up on client requests and concerns. Work closely with the project’s Senior Coordinator Technical Assistance to arrange appropriate logistical support for each technical assistanceinput. Ensure proper and timely reporting of financial and contractual updates. Responsible for budget monitoring, financial reporting and analysis, accounting and payroll. Provide on-going financial administration to project including approvals of purchase requisitions, consultant agreements, vendor invoices, and client invoices. Oversee procurement efforts for the project including selection and negotiation with vendors, and management of subcontractors on project. Oversee management of property including office, site offices, and residences. Coordinate/supervise the work of local subcontractors, ensure contract compliance, review deliverables and approve payments. Other duties as assigned.
Minimum Qualifications:
(10+) years of experience OR the equivalent combination of education and experience.
Skills/Knowledge Required:
Minimum of a Master’s degree in a relevant discipline. 8+ years of senior-level experience managing large international health projects in developing countries.
Demonstrated financial and administrative management of large donor funded projects, DFID preferred.
Knowledge of DFID financial and contractual regulations required. Possess outstanding professional reputation and have strong demonstrated interpersonal, written, and oral presentation skills (English required).
