The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. At the 1992 Earth Summit in Rio de Janeiro, world leaders agreed on a comprehensive strategy for 'sustainable development'. One of the key agreements adopted at Rio was the Convention on Biological Diversity (CBD). The Convention establishes three main goals: the conservation of biological diversity, the sustainable use of its components, and the fair and equitable sharing of the benefits from the use of genetic resources. This post is located in UNEP/Secretariat of the CBD (SCBD), Montreal, Canada. Under the overall guidance of the Executive Secretary and the direct supervision of the Principal Officer of the Scientific, Technical and Technological Matters Division (STTM), the incumbent will be responsible for the following functions:
Responsibilities
This position is located at the Secretariat of the Convention on Biological Diversity (SCBD). Under the supervision of the Principal Officer, Scientific, Technical and Technological Matters, Secretariat of the Convention on Biological Diversity (CBD), the duties of the incumbent will include the following:
1. Direct the daily activities of the Secretariat relating to implementation of the provisions of the Convention regarding in-situ and ex-situ conservation and sustainable use of terrestrial biological diversity, especially forest and mountain ecosystems, by developing:
a) concepts, elaborating, promoting and applying the ecosystem approach to the implementation of the Convention;
b) strategies and programmes to assist governments to put in place or improve an ecosystems-based approach to identify and monitor the components of biological diversity as well as to identify processes and categories of activities which have significant adverse impact on the conservation and sustainable use of biological diversity.
2. Policy advice and guidance by providing:
a) guidance and policy options for identification, monitoring and evaluation of the component of biological diversity that can be used in the implementation of the Convention in the specific programmes, projects and strategies;
b) in-depth advice on conservation ecology and sustainable use policy issues by gathering and assessing relevant studies and reports undertaken by intergovernmental, regional and national institutions;
c) advice and support to Governments on the formulation and implementation of national strategies, plans or programmes relevant to conservation ecology and sustainable use;
d) advice on programme policy and issues relevant to conservation ecology and the sustainable use of biodiversity components.
3. Activities and implementation by:
a) developing or compiling information on: guidelines for the implementation of programmes and projects for conservation and sustainable use, and indicators for monitoring and evaluation of the components of biological diversity
b) providing technical and scientific inputs in the field of conservation ecology and sustainable use;
c) monitoring project implementation including analysis of its impact; d) assisting in the overall preparation of meetings of the Conference of the Parties to the Convention on Biological Diversity and its subsidiary bodies, particularly the Subsidiary Body on Scientific, Technical and Technological Advice (SBSTTA) and other relevant substantive meetings.
4. Co-ordination and liaison by:
a) establishing linkages with relevant UN programmes, organizations, specialized agencies, Inter Governmental Organizations (IGOs), Governments and Non-Governmental Organizations (NGOs), including negotiations of joint activities, to ensure programme integration and implementation of the Convention in the field of conservation ecology; b) representing the Secretariat at meetings, conferences and other fora related to the conservation ecology responsibilities of the Secretariat and liaise with other Convention Secretariats.
5. Undertake any other duties as may be assigned.

Education
Advanced university degree (Master’s degree or equivalent) in biological or environmental sciences or related area, preferably with specialization in forestry and/ or ecology. A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of seven years of progressively responsible experience, including experience at the international level in the field of sustainable development or environment related programmes, public administration, environmental conventions or related field is required. Experience in intergovernmental negotiations would be an asset.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Good working knowledge of French or other UN languages is desirable.
Assessment Method
Evaluation of qualified candidates for this position will include a substantive assessment which will be followed by a competency based interview.
