SNV
Netherlands Development Organisation is dedicated to a society where

water – three global challenges that strongly impact the poor and are
closely linked to climate change. Essential success factors in our work

Agriculture, WASH (Water, Sanitation and Hygiene) and Renewable Energy.
In these sectors we combine three specific roles: advisory services,
knowledge networking and evidence-based advocacy. SNV works with actors
in the private sector, public sector as well as civil society
organisations, at national and sub-national level. An entrepreneurial
way of working and professionalism characterise our organizational
culture.SNV operates in Tanzania since 1971; currently we are about 40 staff members, we work with a large network of local service providers and have offices in Dar es Salaam, Mwanza, Arusha and Morogoro. Our operations are funded through anchor funding of the government of The Netherlands and increasingly by other bilateral and multilateral development partners as well as private foundations.
By addressing the issues that obstruct access to services and business development, we aim to contribute to:
- Demand articulation: Strengthening local actors (government, private sector and communities) in formulating their needs into clear demands.
- Demand responsive public services: Increasing the availability of basic services, and ensuring sustainable management of public facilities.
- Market based solutions and inclusive business: support collective action by farmer and processor organisations, access to finance and strengthened business service providers and brokering for new market entries
- The up-scaling of interventions: Increasing coverage by developing local capacity to up-scale interventions in the three sectors and establish public/private partnerships
- Knowledge based development: Creating a learning environment that enhances knowledge development, management and application. Knowledge-based decision making in the three sectors.
- Inclusive policy development: linking local and national processes
Development practice is increasingly under pressure to show results as well as to explain clearly what works or does not work and under what circumstances during the process towards achieving such results. SNV supports people to access and develop the capabilities, services and opportunities needed to improve their wellbeing, and realises that inclusive and sustained development at scale requires an enabling environment that addresses the systemic constraints underlying poor performance and inequality. Therefore our focus on capacity development and systemic change makes measuring results more challenging. Furthermore, where in the past SNV’s operations were mainly funded through long term core funding from the Dutch Government in the future SNV projects to have a more diversified funding base. This requires wide reaching changes in all aspects of our organisations: mind-setting, PM&E processes, communication, financial management; by 2015 we aim to have at least 60% of our income coming from other sources. To support the achievement of this ambition SNV is putting in place a Quality Assurance Facility that includes the following key areas: business development, managing for results (PME) and communication.
To support SNV management and leadership in Tanzania to put in place a Quality Assurance Facility, a Quality Assurance (PME) position focusing on managing for results has been created, initially for 1 year with the possibility to extend. We are looking for an innovative, entrepreneurial enthusiastic and experienced Tanzanian professional to fill this position.
Responsibilities
- Support SNV Tanzania management to mainstream Management for Results (MfR): create common understanding and promote best practices through helpdesk, training, coaching, feedback, facilitate development of intervention logics with teams of advisors, and support production of annual plans and annual reports.
- Provide on-the-job support and process facilitation to advisors in planning with clients, formulating outcomes and indicators, setting targets, monitoring and evaluating with clients.
- Support SNV’s business and programme development efforts assuring quality intervention logics, and mainstreaming of monitoring, evaluation and learning in project design
- Provide input to ensure adequate information flow on MfR developments and lessons with the country management team.
- Quality control of intervention logics, baselines, contracts with clients, PME formats, monitoring of activities, governance/accountability integration
- Support preparation for (external) and implementation of (internal) evaluations.
- Support the coordination of the Managing for Results (MfR) efforts at national level, including implementation of MfR policies, systems, procedures and practices.
- Master Degree in international development or equivalent experience
- Expertise and practical experience with PM&E, programming and/or project management
- At least 5 years of relevant work experience with a proven track record in results management
- Good analytical skills combined with a practical and pragmatic approach oriented towards achieving results
- Excellent English language skills
- Excellent writing skills
- Computer skills in MS-applications (Word, Excel, Internet, Email)
- Leadership, coaching and self-reflection skills.
- Innovative, entrepreneurial and business development oriented.
- Good team player, pragmatic, negotiator with solution orientated approach.
- Readiness to work and travel in the field
- Excellent written communication skills (in English), combined with strong oral communication and listening skills.
