Abt Associates, Inc. is
seeking a qualified Technical Assistance Director (TA Director) to
support the upcoming DFID-funded Technical Assistance (TA) component of
the DFID Malawi Health Sector Programme (MHSP). The 4-year TA Programme
will deliver a package of technical assistance to build the capacity
necessary within the Ministry of Health (MOH) and the Christian Health
Association of Malawi (CHAM) to fully implement the new five-year Health
Sector Strategic Plan.
The Lilongwe-based TA Director will have both an operations and technical role as they will manage technical assistance visits, under the direction of the Programme Director. The Technical Assistance Director reports directly to the Programme Director. Please note that this position is contingent upon project award and funding.
SPECIFIC RESPONSIBILITIES:
Coordinate/supervise the work of local and international short term technical assistance, ensure contract compliance, review deliverables for quality and approve payments. Serve as a liaison between local and international short term technical assistance and the Ministry of Health to ensure assistance is in-line with and targeted to perceived needs, as directed by the Programme Director Liaise with local and international short term technical assistance and the project’s Finance and Administration Director to ensure appropriate logistical support is available for each technical assistance visit. Support the Programme Director to ensure activities are conducted in coordination with ongoing project, development partner and Government of Malawi activities Work with short term technical assistance to document and present program results and lessons learned for programme assistance to the Programme Director, DFID, MoH, and other key stakeholders Coordinate and collaborate with project staff and partners in the implementation of cross-cutting activities Support the Programme Director to produce proper and timely client reports project communications and updates. Participate in discussions with the client on technical issues and actions and follow up on client requests and concerns. Other duties as assigned
Minimum Qualifications:
10+ years of experience OR the equivalent combination of education and experience.
Skills Prerequisites:
Minimum of a Master’s degree in a relevant discipline. 8+ years of senior-level experience implementing and managing international health projects in developing countrieswith an emphasis on health systems strengthening, capacity building, and planning and management programs in developing countries.
Experience in managing Technical Assistance input on development programmes. Demonstrated technical depth in at least one of the following areas is preferred but not required: capacity building, health planning, health financing and/or management of health services. Demonstrated technical and administrative management of large donor funded projects, DFID preferred.
Knowledge of DFID contractual regulations required. Possess outstanding professional reputation and have strong demonstrated interpersonal, written, and oral presentation skills (English required). Experience and knowledge of Malawi health sector and key stakeholders strongly preferred.
