MAJOR AREAS OF ACCOUNTABILITY
The Chief of Party commonly performs the responsibilities of a Chief
Operating Officer and is not a traditional Chief of Party role due to
the USAID/OTI-Contractor, Relationship and key decision making processes
The Chief of Party is Responsible for making key decisions and solving
problems in short time frames while ensuring operational and program
integrity. Responsible for management, oversight, and reporting of
Contractor progress and quality of performance in meeting the activity
undertakings in this program. In close consultation with the CR,
responsible for providing oversight of grant activities, including
supervision of the program staff, ensuring appropriate grant design,
ensuring that procedures are established and complied with for grant
development, grant worthiness, grant implementation, management,
monitoring, evaluation, and grant closing. Under the guidance of the CR,
responsible for contributing to the design and implementation of the
M&E system at the activity level and for ensuring that all
activities are monitored and evaluated. Ultimately responsible for
ensuring that the relevant staff use, maintain, and upload weekly the
OTI Activity Database, and that data is consistent and complete.
Requirements: A minimum of 4-6 years of experience supervising complex, high-speed and Challenging field operations in developing countries. Experience with grant management, preferably in-kind and small grants •Manage and supervise staff, subcontractor and client relationships •Manage budget and ensure timely completion of deliverables •Provide overall quality control in ensuring that assistance is technically sound and appropriate •Oversee monitoring and evaluation including Project Management Plan Manage •Lead strategic communications •Experience managing and implementing multiple, simultaneous development activities •Experience as a trainer/facilitator using participator approaching, and experience developing professional training materials a plus. •Demonstrated ability to think strategically and navigate politically sensitive terrain;
