The Global Development Network (GDN) invites applications from a reputed technical consultant with expertise in ICT in Education for providing technical supervision and support to the project e-Learning in Rwanda being funded under the GDN-JSDF collaboration.
Introduction
The two years project e-Learning in Rwanda is a project of Camara Rwanda (part of the Camara Education network) which will be implemented in 190 schools in Rwanda. The project is funded by a grant from the Japan Social Development Fund, a trust fund managed by the World Bank. The specific grant is being managed by the Global Development Network. The overall objective of the project is to improve the access of marginalized schools in Rwanda to Camara’s successful and innovative e-Learning model by expanding the program to target a greater number of poorer schools, improving the quality of the e-Learning Centre and advanced training support to teachers as well as increase amount of curriculum learning through the e-Learning Centre. Through this project, Camara Rwanda expects to deliver these services to 190 schools in Rwanda.
Main tasks
In close consultation and cooperation with local project partners, GDN and JSDF staff, the main task of this consultant is to provide technical guidance to Camara Rwanda for the effective integration of ICTs into the selected schools, supervise the design of e-learning related curriculum and pedagogy, guidance on institutional readiness for scaling up, identify and design effective teacher trainings for e-learning and monitoring systems for teacher competencies. The consultant also has to ensure the harmonisation with other components contributing the project’s successful implementation.
Key accountabilities
Technical:
- To provide technical support to Camara Rwanda in implementation of activities as suggested in project proposal, ensuring realization of project objectives.
- To provide technical guidance in identification and selection of schools, support in training program development, design of curriculum and effective integration into the e-Learning software.
- To work with Camara staff and consultants ensuring the promotion of effective ICT in education in 190 schools through teacher training, improvement of quality and effectiveness of the e-learning labs and design of curriculum specific software.
Management:
- In consultation with GDN, to ensure supervision of and support to project activities and any support requests by Camara Rwanda during the project period.
- To provide support for the long term and short term planning for the project, review of implementation on a quarterly basis and monitoring/review of activities, and provide reports based on project launch workshops and supervision visits.
- In consultation with GDN, to monitor, evaluate and analyze project progress and achievement against objectives, indicators and provide technical support in ensuring corrective actions are taken by Camara Rwanda.
Reporting:
- To produce internal reports of the assigned component regularly in a timely manner.
- In collaboration with Camara Rwanda and GDN, be responsible to elaborate the progress, annual and different types of narrative and financial reports relevant donors as necessary – in relation to the program reports.
- To ensure the project research and experience is being well documented and communicated.
Working relationships
The Consultant will report directly to GDN.
Location
Anywhere in the world, preferably Rwanda or Africa.
Contractual conditions
This appointment on a part time basis for a 2 year period with specific number of days per year.
- Other conditions: Start date: ASAP or October 2011.
- Travel: The consultant can be based anywhere and with stipulated travel to the project location.
Qualifications
- Master’s Degree or PhD in education, especially in ICT in education
- Experience with education projects related to e-learning/ICT, curriculum development and teacher training
- Minimum 7 years experience in e-learning/ICT especially for countries in Africa. Experience in Rwanda will be preferred.
- Demonstrated experience in e-Learning, curriculum design, teacher training design and implementation, training skills, implementation monitoring and evaluation
- Working knowledge of education policies and practice, especially in curriculum and ICT
- Demonstrated knowledge of ICT skills
- Ability to work independently under minimum supervision and within a team
- Fluent in written and spoken English
