The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and assist within the sector of shelter, education, emergency food security and distribution, camp management and legal assistance.
The humanitarian needs of the Democratic Republic of the Congo (DRC) population are immense, particularly in the Eastern part of the country. Close to two million people are internally displaced and an estimated 450,000 Congolese have sought refuge in neighbouring countries. With a long history of conflict and weak governance, the majority of DRC's population is severely impoverished and deprived of basic services and infrastructure such as roads, portable water, electricity, schools, education and health centres. Human rights and IHL violations are also rife.
NRC has worked in the DR Congo since 2001 and contributes to the improvement of living conditions for displaced through NFI and food distributions, food security interventions, construction of shelters and schools, education, camp management and information, counselling and legal assistance. The main office is in Goma with a liaison office in the capital Kinshasa. Interventions are located in North Kivu (Goma, Béni) and in South Kivu (Bukavu, Baraka). NRC is providing protection and humanitarian assistance to IDPs, refugees and returnees through an integrated approach, with its project activities supporting and reinforcing each other. With the humanitarian needs in connection to the complex security situation, the need for flexible designed assistance and proper monitoring is essential to assure quality implementation.
Under the guidance of the NRC Programme Director for DRC, the Education Program Manager will: • Contribute to the achievement of NRC’s objectives in DRC; • Be responsible for the overall planning and implementation of the Education projects in DRC. The Education Program Manager reports to the Program Director (PD).
Job description ■Develop project proposals related to the country strategy plan and NRC’s Education Policy; ■Development of all components of the Education program, including training and monitoring; ■Advocacy - protection work on key IDP, refugee and returnee issues, especially related to access to quality education in situations of displacement and return; ■Identify shortcomings and obstacles to return; ■Participate and assist the CD/PD in relevant meetings with the UN, authorities, and other actors both centrally and in all provinces of activity; ■Develop partnerships with relevant organisations to ensure responses upon identified sector needs and link with development activities; ■Carry out frequent field visits to project locations, in coordination with the PD and the concerned Area Manager; ■Support Area Managers and Education field teams in setting up partnerships with relevant local Education actors and support the capacity building of the latter; ■Represent NRC in coordination networks in consultations with the PD and Area Managers. ■Overall budget and technical responsibility for the Education projects in DRC; ■Develop steps and procedures in the planning and implementation of the Education projects in accordance with agreements with donors and implementing partners; ■Ensure that activities are in line with budget lines and limitations; ■Monitor, evaluate and suggest changes and improvements in programme and project materials based on observations and discussions with the Education staff, head of offices and the PD; ■Prepare applications and budgets to relevant donors in accordance with deadlines and guidelines given by PD and the applicable donor; ■Delegate budget responsibilities and activity plans to Area Managers for implementation through the various Area Offices; ■Carriy out monthly financial monitoring of all Education projects and works with PD and Finance and Administration Manager to ensure projects are in line with scheduled activities and expenses. ■Contribute to meaningful coordination via the Cluster Leadership Approach, but through the Education Cluster in particular; ■Coordinate and ensure timely and quality Core Activity Database (CAD) reports for all Education projects; ■Directly supervise the PC/s at National Level (Goma National Office), providing guidance and on the job coaching; ■Ensure continuous capacity building among staff, identifying gaps and potential resources both within and from outside NRC; Personal qualities ■All employees of the Norwegian Refugee Council should be able to adhere to our Codes of Conduct and the four organizational values: Dedicated, innovative, inclusive and accountable. Qualifications ■Higher degree in education or related fields of study. ■Solid field experience, preferably from refugee/IDP education programmes in complex emergencies ■Experience in capacity building and training of teachers ■Experience in staff management ■Experience in logistics/administration management ■Experience of coordination and advocacy work ■Proven communication, interpersonal and leadership skills ■Fluency in the English and French languages ■Political and cultural awareness and experience of working where insecurity is a major issue ■Holder of a valid international driver’s licence. We offer ■Commencement: February 2012. ■Contract period: 12 months with possible extension ■Salary/benefits: According to NRC’s general directions, approximately NOK 53.200,- (€ 6860) per month, and free housing of moderate standard. ■The duty station will be Goma. This is non family posting. Programme follow up will require frequent travel in the provinces where operations take place. Goma town, where the Education PM will be based, is usually quiet and relatively safe, and foreigners can normally move around without significant harassment or danger, provided that they respect local cultural sensibilities. Travel outside Goma is dependent on the changing security conditions, especially for certain roads in the area. Recreational and social facilities are limited, and accommodation is modest. International staff members can be required to live in joint accommodation.
