BACKGROUND South Sudan became a new country on 9 July 2011. The government of the Republic of South Sudan (RoSS) is working to outline medium and long term development plans which are due to be finalized by October 2011. In addition to RoSS planning, donors are working to determine the aid architecture which will inform their support to the government and development actors. The main focus of donor support will be to meet the needs of the new country by maintaining basic service delivery, building the capacity of government institutions and promoting harmonization among the myriad development actors in South Sudan. While many decisions and priorities have yet to be finalized by donors or RoSS officials, sufficient evidence and reports exist to inform the development of a five-year (January 2010-December 2016) IRC Country Program Strategic Plan (CPSP) for South Sudan.
IRC South Sudan, after several cycles of senior management turnover, has been stable over the past 18 months. This has allowed the country program to improve day-to-day operations and now allows senior management to step back and develop a strategy to guide IRC South Sudan forward.
A realistic strategic plan will allow the country program to develop and to manage growth, meet medium term priorities and move towards a long term vision for IRC’s role in South Sudan. The plan will guide decision making, provide focus and ensure resources are utilized appropriately to achieve improved and targeted programming and directed growth, both sectorally and geographically.
Country management and the region have agreed to develop a five-year CPSP. Although the situation is dynamic, there is a need to conceptualize a vision think of where South Sudan will be in five years and the direction IRC South Sudan should take to support that. This will help move activities towards longer term development – transitioning away from 12 month funding and short term projects towards multi-year funding of broader programmatic approaches.
SCOPE The Consultant will be in charge to support the Country Program management strategic planning by facilitate and leading the development of a strategic plan for IRC in South Sudan. The plan will describe concrete deliverables for the initial two year period as first steps on the road towards the five year vision.
METHODOLOGY The CPSP development process will consist of: • Develop a contextual analysis that will reflect the current context and describe a realistic perspective of how South Sudan may look in five years time. The analysis will forecast specific events and suggest actions for the two year period January 2012 to December 2013. • Engage field staff participation in informing the contextual analysis • Facilitate a country management workshop to finalize CPSP content
DELIVERABLES The following outputs will be submitted to the Country Director: • A contextual analysis report for the five year period of the plan with a detailed emphasis on the known milestones within the initial two years. • A presentation of the contextual analysis report to IRC South Sudan senior management team. • Reports from field workshops presented to IRC South Sudan senior management team. • Report from Jubal level planning workshop presented to IRC South Sudan senior management team. • Final draft of the CPSP document.
TIMELINE All work must be completed by December 31, 2011.
REQUIREMENTS • Masters degree, preferably in international relations, or comparable experience; • At least 3 years of international NGO field and management experience; • Previous experience as a consultant; • Proven ability to facilitate the development of strategic plans; • Excellent written English skills; • Excellent computer skills and competency in Word and PowerPoint; • Excellent organizational skills and ability to determine priorities and meet multiple deadlines; • Detail-oriented with good multi-tasking abilities and communication skills, both oral and written.
