Intermon Oxfam is looking to fill the position of Emergency Manager based in Addis Ababa (Ethiopia) and for Intermón Oxfam emergency response (wash and food security) in southeastern Ethiopia to face the famine/humanitarian catastrophe due to the drought and food situation.
Key Responsibilities
Reporting to the Regional Coordinator of Humanitarian Action in Barcelona HQ, the selected person will be responsible for managing the Humanitarian and Emergency Programmes in the country.
• Design and formulate, along with the country management, the development of the strategy and planning of the preparation, mitigation and response plan of Intermon Oxfam itself and as part of Oxfam International. • Design, implement and maintain the efficient planning, management, assessment and formulation of the programme.
• Guarantee the definition and implementation of an efficient system of monitoring and evaluation for the different humanitarian programmes directly executed or with partners. • Define and coordinate a capacity building plan for IO staff and partners, in coherence with the general IO programme of strengthening humanitarian capacity of the country team of IO. • Coordinate a humanitarian response with support of Intermon Oxfam Humanitarian Department. • Provide detailed and updated analysis of the humanitarian context in Ethiopia and changes in the situation through gathering of information and coordination with other humanitarian stakeholders. • Represent the organisation in different forums, local and other external actors. Participate in the work together with other Oxfam’s. • Manage personnel, financial and logistical resources. • Control and guarantee the compliance with the co-funders’ requirements. • Assure and control the quality of narrative and financial reports. • To be responsible for the correct understanding of the context of the intervention, to participate in assuring the pertinence of the actions, the identification of the emerging needs and the control of the security risks taken by the IO team.
Experience and Skills
• University degree, preferably in topics related to humanitarian programme. • At least 2 years in humanitarian missions in a general co-ordination in program management or similar post. • Experience and knowledge of formulation, following-up and evaluation of Humanitarian programmes with vulnerable communities. • Experience in team management or coordination and capacity development. • Ability to act as a part of a multi-cultural and multidisciplinary team. • Proven ability to run proposals with a results orientated approach and decision making. • Planning, management and organisation skills. • Ability to represent the Organisation and negotiate in its name. • Proficiency in written and spoken English. It will be advantageous written and spoken Spanish. • Computer skills (MS Office, Internet, E-mail). • Availability to travel and readiness to work in isolated and unsecured environments.
Working Conditions
Contract of employment: 3-6 months (renewable). Salary: According to Intermón Oxfam’s country salary scale. Social benefits: Medical, life and accident insurance and children’ benefit. Holidays: According to the working calendar in the country. Working place: Addis Ababa (Ethiopia) with travels/ stays in the field (southeastern Ethiopia). Incorporation: as soon as possible
