The National Agricultural Advisory Services (NAADS) was established through an Act of Parliament (2001) of which three organs, the Secretariat, the Board and Farmers Forum were established.
In order to ensure policy implementation and operationalisation of the strategic plans of the organisation, meet the national strategic objectives embedded in the National Development Plan (NDP) in the context of the Agricultural Sector Development Strategy and Investment Plan (DSIP), and achieve Prosperity For All (PFA), the National Agricultural Advisory Services Board now invites applications from suitably qualified Ugandans to fill the following vacant positions at the NAADS Secretariat.
7. PLANNING MONITORING & EVALUATION OFFICER (2 POSTS)
Reports to: Manager Planning Monitoring and Evaluation
a. Job purpose:
Coordinate and support overall planning and budgeting for the NAADS organization and develop project proposals to enable it attract the required resources to effectively deliver on its mandated functions.
b. Key functions
i. Prepare Strategic plans, master budget and guidelines to guide the NAADS Secretariat on the priority actions and resource allocation;
ii. Support Local Governments and other stakeholders to undertake effective programming;
iii. Develop and disseminate Technical standards and guidelines for NAADS implementation;
iv. Plan and implement Periodic technical audits of the NAADS activities at all levels of implementation;
v. Document and share lessons and experiences identified during NAADS implementation
vi. Disseminate relevant information during NAADS implementation progress through various media;
vii. Carry out research on issues related to operations of the NAAADS Secretariat to inform the policy formulation process;
viii. Ensure that the overall planning and management directives are incorporated into the programmes operational planning and the guidelines for planning; and
ix. Forward periodic performance reports, work plans and budgets for the Department forwarded to the head of department for necessary action.
x. Any other duties as may be assigned by the supervisor

c. Person Specifications (i) Qualifications:
• Bachelors degree in Statistics, BSc Econ, B/Agric Econ;
• Masters in Planning and Monitoring, Public Policy and Planning,
• Postgraduate qualification in Project Planning and Management
(ii) Experience
At least 5 years relevant experience, 3 of which, must have been at Senior Officer level, with increasing responsibilities demonstrated in the planning management administration of agricultural or rural development projects in the public sector, performance monitoring and financing
(iii)Competence
a. Technical

• Strategic thinking.
b. Behaviour
• High personal integrity and good oral and writing skills
• Accountability
• Knowledge management, ethics and probity
