The National Agricultural Advisory Services (NAADS) was established through an Act of Parliament (2001) of which three organs, the Secretariat, the Board and Farmers Forum were established.
In order to ensure policy implementation and operationalisation of the strategic plans of the organisation, meet the national strategic objectives embedded in the National Development Plan (NDP) in the context of the Agricultural Sector Development Strategy and Investment Plan (DSIP), and achieve Prosperity For All (PFA), the National Agricultural Advisory Services Board now invites applications from suitably qualified Ugandans to fill the following vacant positions at the NAADS Secretariat.
6. MANAGER PLANNING MONITORING AND EVALUATION
Reports to: Executive Director
Supervises: Supervise Regional NAADS Coordinators and Planning, Monitoring & Evaluation Officers
a. Job purpose:
Supervise planning, monitoring and
evaluation activities of the organisation. Coordinates semi and annual reviews of the performance of the organisation.
b. Key Functions:
i. Formulate and review Strategies, targets, plans , budgets and guidelines for the organisation
ii. Develop M&E systems for the NAADS implementation at all levels;
iii. Provide Technical guidance on the development of technical standards and guidance for NAADS implementation;
iv. Develop and maintain data base for NAADS organisation implementation;
v. Coordinate and supervise periodic performance based assessment and technical audits on NAADS activities at all levels of implementation;
vi. Provide guidance on conducting action research and programme evaluation studies to establish impact of NAADS organisation implementation on farmers' household incomes and food security;
vii. Develop framework for documentation and sharing of lessons learned and experiences identified during NAADs implementation with key stakeholders;
viii. Prepare and submit workplans, budgets and performance reports for the department
ix. Provide guidance in the formulation of the organization's policies, programs and projects with a view to ensuring that they are based on credible and actionable evidence; x. Liaise with NGOs and other institutions at in developing policy framework strategy for collaboration; and
x. Liaise with existing programmes in different ministries/ sectors to ensure harmonization of their approaches with NAADS.
xi. Any other duties as may be assigned by the supervisor

c. Person Specifications
(i) Qualifications:
• Bachelors degree in Statistics,
• Masters in a related field and PhD degree
• Postgraduate qualification in Project Planning and Management is an added advantage
(ii) Experience
At least 7 years relevant experience, 3 of which, must have been at head of department level, with increasing seniority and responsibilities demonstrated in the planning management administration of agricultural or rural development projects in the public sector, performance monitoring and financing.
(iii) Competence

• High personal integrity and good oral and writing skills
