The National Agricultural Advisory Services (NAADS) was established through an Act of Parliament (2001) of which three organs, the Secretariat, the Board and Farmers Forum were established.
In order to ensure policy implementation and operationalisation of the strategic plans of the organisation, meet the national strategic objectives embedded in the National Development Plan (NDP) in the context of the Agricultural Sector Development Strategy and Investment Plan (DSIP), and achieve Prosperity For All (PFA), the National Agricultural Advisory Services Board now invites applications from suitably qualified Ugandans to fill the following vacant positions at the NAADS Secretariat.
8. Job title: MANAGER FINANCE AND ADMINISTRATION
Reports to: Executive Director Supervises: Finance Officer, Administration
Officer, Procurement Support Officer,
a). Purpose:
Responsible for the routine physical, Human and Financial Management of the organization activities, in charge of smooth flow and prompt accounting of use of funds, equipment and personnel.
c). Key functions:
(i) Develop, adhere to and review financial and administrative guidelines and procedures for NAADS implementation;
(ii) Manage NAADS recurrent and development budgets;
(iii) Prepare and submit required financial reports to relevant authorities;
(iv) Account for all NAADS resources;
(v) Provide and maintain all NAADS assets including office accommodation, facilities logistics and motor vehicles;
(vi) Manage NAADS Secretariat payroll;
(vii) Respond to all queries from the Auditor General and all participating partners,
(viii) Prepare work plans, budgets and performance reports for the Department and forward them to relevant authorities for action;
(ix) Ensure Government Financial and Human Resources policies and regulations are adhered to
(x) Any other duties as may be assigned by the supervisor.

• Bachelors degree in Commerce- Finance or B/Public Finance,
• Full membership to a professional body -CIPS, ACCA or CPA
• Master degree in the relevant field
Experience
At least 7 years relevant experience 3 of which must have been at head of department level with increasing seniority and responsibility demonstrated in the planning management administration development projects in the public and or private sector.

• Management of the organization environment
• Strategic thinking.
• Skill to manage multi-sectoral/donor funds
• Skill in workplans & Budgets and budgetary control

• High personal integrity and ethics and writing skills
