SUMMARY: BRIEF DESCRIPTION OF THE ROLE AND THE DEPARTMENT/PROJECT This is for an upcoming RFA expected anywhere from December 2011 to March 2012. The Chief of Party will be responsible for managing and providing the technical direction for a $10-30 million USAID program to strengthen child protection in Tanzania. The Chief of Party will provide technical guidance and support in the sectors of MVC, Child Protection and strengthening the capacity of families and communities to improve care for MVC while coordinating with relevant stakeholders including the Government of Tanzania and relevant ministries, the donor, and local partners, as necessary. The Chief of Party will report to the Country Director and will oversee a team of operations staff and technical area managers. RESPONSIBILITIES/JOB DESCRIPTION: BE AS SPECIFIC AS POSSIBLE • Provide high-quality technical guidance and support that is grounded in the program’s strategic objectives and adheres to expected technical quality; • Remain appraised of current good practices and developments in child protection programming, in order to ensure program quality and impact; • Formulate and guide the implementation of the project based on the project description and program targets. • Oversee team managers for the Implementing Partners program, and Child Protection, finance, grants, and Monitoring and Evaluation units. • Develop staff capacity and technical knowledge. • Lead the development of annual workplans and other planning documents, including development of corresponding activity budgets. • Track progress of activities against workplan and spending against project budgets. • Coordinate donor and organizational reporting per requirements and as requested; and ensure quality of project data and all narrative reports. • Oversee project reviews and evaluations and ensure timely utilization and dissemination learning for continual improvement of project activities and overall strategy. • Represent Pact and the project in relevant meetings with stakeholders, including partners, donors, and government, and in external forums related to child protection and community development topics. • Participate in organizational Communities of Practice related to the project focus. ADDITIONAL QUALIFICATIONS**: THIS CANNOT BE ALTERED ONCE POSTED • Experience in a technical and management leadership role for a complex or national program involving multiple stakeholders from the community to national level. • A strong team player with excellent interpersonal skills and the ability to work in a high profile, fast paced environment; • Ability to perform and prioritize multiple tasks; • Ability to provide the financial management and oversight necessary to successfully execute a large-scale program; • Ability to provide leadership and contribute to technical dialogues—internally, and at a national and international level—on a variety of topics related to the project, eg. community mobilization, child protection, gender-based violence, organizational development. • Proficiency in word processing, spreadsheets and database skills; • Strong oral and written communication skills; • Master’s degree preferred in social work, public health or related field; • Ten years of relevant technical experience working on OVC Care and Support, Child Protection and/or Community Mobilization programs (demonstrated experience in program design, implementation, management, and monitoring and evaluation) • Five to seven years of experience managing professional staff. • Prior experience as Chief of Party or Deputy Chief of Party • Prior knowledge of and experience with USAID-funded programs; • Extensive knowledge of OVC, child protection, poverty and social issues in Africa; Tanzania-specific knowledge preferred; • Written and spoken fluency in English required; knowledge of Kiswahili preferred. | |
