The ACQUIRE Tanzania Project (ATP) is a five year project funded by the American people through USAID. ATP uses an implementation model that synchronizes supply, demand and advocacy to increase access to and utilization of family planning focusing on long-acting and permanent methods of contraception; comprehensive Post Abortion Care (cPAC) and prevention of Mother to Child Transmission of HIV (PMTCT). ATP is now seeking the expression of interests for the position of Temporary Program Officer – PMTCT based in Manyara. This position is open for Tanzania national candidates only.
JOB SUMMARY
This position functions to assist the Arusha field office in planning, developing and implementing activities for prevention of mother to child transmission of HIV (PMTCT) that focus on integration of basic obstetric care and focused antenatal care in Manyara region. He/she will liaise with the districts in implementation of these services and develop strong working relationship with the district and councils, particularly council multi-sectoral AIDS committee teams and is expected to provide leadership in developing effective networks and referral systems from clinical to community level to ensure continuum of care.
RESPONSIBILITIES:
- To provide technical assistance to the field supported sites, in collaboration with HQ team and implementing partners on PMTCT/EID, Basic Emergency Obstetric Care and Focused Antenatal Care services.
- To ensure that PMTCT/EID, Basic Emergency Obstetric Care and Focused Antenatal Care services are provided according to the national standards and guidelines.
- To work with the Field Office team and HQ in preparation of work plan, and writing technical and programmatic reports for the program.
- Provide leadership in developing effective networks and referral systems from clinical to community level (HBC) to ensure continuum of care.
- Develop strong working relationship with the district council, particularly council multi sectoral AIDS committees teams
- To document success stories and best practices in implementation of the PMTCT /EID and other reproductive health services such as the Basic Emergency Obstetric Care and Focused Antenatal Care services.
- To participate in stakeholders meeting with implementing partners and Regional and Council health management teams in review of the program.
- Directly participate in training, supervision and mentoring of uniformed service staff in all aspects of HIV care and treatment, in collaboration with the MOH & SW
- Identify issues for research studies, learning, networking and advocacy for the project
EDUCATION, EXPERIENCE & CERTIFICATIONS:
- Advance diploma in medicine or nursing with experience in community work, research and prevention strategies on HIV prevention.
- At least five years experience in providing technical support in initiating and strengthening PMTCT services that is linked to other services like care and treatment, Home-based care, Emergency Obstetric Care,Familly planning, Focused Antenatal Care and other community interventions.
- Training and mentoring skills the Medical and non medical Staff.
- Experience working on U.S. government funded projects, particularly under PEPFAR
- Experience in working in mult- sectoral approach such the community development sectors, regional, Districts and village sectors
KNOWLEDGE, SKILLS AND ABILITIES:
- Strong communication skills
- Ability to speak fluently and write English
- Ability to work with multicultural environment
- Ability to work as a team
- Basic computer skills
- Basic skills on training and mentorship are an added advantage.
- Ability to travel about 50% of the time.
