Organizational Context: Under the supervision of the Deputy Director, Procurement and Travel Division, the incumbent carries out the following principal duties and responsibilities: | |
Main duties: (a) as Cluster Coordinator within PTD, supervises and coordinates procurement activities related to all purchase requests for the following programs: Innovation and Technology, Brands and Designs, Global Issues, Global Infrastructure, Culture and Creative Industries, Economics and Statistics Division; (b) manages procurement officer who support this cluster (1); (c) provides technical and administrative advice and collaborates with the main WIPO organizational units and departments, notably, in strategic procurement planning, designing new tenders, defining procurement needs and strategies, analyzing and evaluating of various factors affecting price, technical specifications, implementation schedules and methodology in management and maintenance; (d) assesses procurement requests for competences, technical content and suitability for international competitive bidding; issues tenders, monitors and manages the tender process throughout all its stages, and participates and guides evaluation teams in the evaluation of bids/quotations; studies the commercial and economics aspects of offers, including price evaluation, payment conditions, guarantees and liabilities, delivery conditions, quality price and cost/benefit relations, life-cycle considerations, feasibility calculations, supplier reliability, penalties on non-performance and delays, insurance, inspection of goods and services, preliminary and final acceptance documents, and other commercial aspects; (e) conducts market research, identifying new technologies, products and services and setting standards for technical specifications of item descriptions, quality requirements, equipment/system performance; establishes packing and delivery needs, etc., and seeks reliable supply sources that could provide the optimal price levels; updates the list of suppliers according to the criteria and practice customary in organizations of the United Nations common system; (f) leads negotiations to obtain favorable prices and terms with senior representatives from supplying firms; negotiating necessary adaptation of supply and delivery arrangements and interprets and anticipates potential legal and financial consequences for WIPO; (g) leads the development and implementation of new contractual arrangement to meet WIPO technical and legal requirements; (h) provides advice and guidance in the evaluation of potential suppliers and in assessing their capability to perform to contract conditions with particular emphasis on quality, capacity and service; (i) assesses feedback from previous procurement cases, measuring and evaluation results achieved and disseminating information on good procurement examples for other WIPO Divisions or Departments; initiates corrective action, if necessary, for ongoing procurement cases and develops measures for new procurement actions to prevent critical situations from developing and delaying day-to-day program operations; (j) as Certifying Officer under the revised WIPO Financial Regulations and Rules (FRR), and Office Instructions No. 21/2006 (Rev.) - Procurement and Purchase General Principles, Framework and Procedures, certifies purchase requisitions up to any amount for completeness and compliance with the FRR, the Staff Regulations and Rules and Office Instructions issued by the Director General; (k) represents WIPO procurement in tender activities within the United Nations Common Procurement Activities Group (UN-CPAG), from tender conception to contract negotiation and drafting; (l) participates to horizontal projects within the Procurement projects, support continuous improvements initiatives and harmonization work; (m) performs other related tasks as requested by the Deputy Director of the Procurement and Travel Division and deputizes for him during absences. | |

REQUIRED QUALIFICATIONS | |
Education: Advanced University degree in Purchasing, Business Administration, Commerce, or related field to understand the interaction of procurement and/or contracting operations. | |
Experience: A minimum of nine years of professional experience in procurement, preferably within the United Nations system, or public administration with indirect procurement, applying a comprehensive knowledge of procurement activities and related fields, and sufficiently experienced in conducting negotiations between parties concerned. | |
Skills: Demonstrated management skills. Good interpersonal skills and ability to establish and maintain good working relationships in a multi-cultural, multiethnic environment with sensitivity and respect for diversity. Skills for providing positive customer service, technical writing, problem identification and solving. | |
Languages: Excellent knowledge of English or French with a very good knowledge of the other. Knowledge of other languages would be an advantage. | |
Annual salary: (Net of tax) 67.395 USD 72.373 USD (with primary dependants) | Post adjustment: 114.2 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation. |
Additional Information: Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations. * Initial period of two years, renewable, subject to satisfactory performance. No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment. | |
