Organizational Context: The role of the Human Resources Management Department (HRMD) is to develop strategic and operational partnerships with all sectors of the Organization in order to deliver HR services based on comprehensive strategies, policies and plans that are supported by an enabling regulatory framework. In delivering such services, HRMD would need to take into account the nature of the Organization as a service provider to the global economy with a strong focus on development. The role of HRMD is thus to provide services aimed at leading and managing WIPO's human resources in order to meet the revenue driven business needs of the Organization. This will be achieved by ensuring compliance with best practice in the private and public sector and where applicable, policies of the United Nations common system. The overall core functions and services of the Department include the areas of human resources planning, organizational design and job classification, talent management, performance management, career/professional development and learning, administration of entitlements, staff welfare, administration of justice and staff relations. In order to ensure that WIPO is considered as an employer of choice, HRMD is expected to provide the necessary guidance and support to enable a professional environment for the staff with good employment practices in a client-oriented and efficient manner. Reporting to the WIPO Assistant Director General for Administration and Management the Director of HRMD is responsible for leading and managing the strategic and operational activities of the Department. He/She will play a central role in introducing new HR strategies and policies in order to build a performance-oriented organization, with a well motivated and, appropriately skilled work force, which can deliver expected results. In particular, he/she will continuously develop and implement results based plans that shall support the implementation of Human Resources Management best practice strategies and policies. He/She shall ensure that the proposed strategies and the enabling regulatory frameworks are innovative, adding value and responsive to WIPO business objectives. These shall be in line with the organizational change management initiatives as the Organization adjusts to new realities including changes in the business environment and needs. The Director HRMD will ensure that the key elements of the HR strategies and plans are clearly communicated in order to ensure buy in by all stakeholders. | |
Main duties: (a) Providing authoritative advice to the Assistant Director General of Administration and Management and through him/her to the Senior Management Team on human resources management issues; (b) Working closely with the Senior Management Team and line managers to ensure that organizational change in support of strategic realignment programs are properly designed, planned and implemented; (c) Supporting management in identifying and filling significant competency and skills gaps; (d) Leading and managing comprehensive reviews of policies and processes, notably in relation to organizational design, HR planning, talent management, learning and professional development supported with sound action plans; (e) Promoting a performance culture across the Organization; ensuring that the systems for performance appraisal are fully and properly implemented in order to maximize the management of talent in the organization; (f) Ensuring the delivery of quality HR support services from all HRMD Units to the client areas by developing a collaborative partnership with the rest of the business areas and individual staff members; (g) Providing advice on all matters related to Standards of Conduct and Administration of Justice; (h) Continuously improving communication with staff; contributing to building constructive staff-management relations. | |

REQUIRED QUALIFICATIONS | |
Education: Advanced university degree in Human Resource Management, Law, Business Administration or Public Administration. | |
Experience: At least 15 years of relevant progressive professional work experience of which at least five years should be at a senior level in an international/multinational organization, in the area of human resources management. Experience of HR management in the private sector would be an advantage. | |
Skills: Proven ability to lead organizational and cultural change within a results-based and revenue driven management framework. Strong leadership and management competencies, including success in leading a large team and managing financial resources coupled with a strong record in effective planning and results based delivery skills. Skilled communicator. Excellent negotiation, facilitation and motivational skills. Ability to articulate management and organizational principles, in a multicultural environment, respecting cultural, gender and other behavioral differences. Strategic thinker. Demonstrated analytical skills which should include, identification of risks and opportunities. Experience of using information technologies, particularly in the implementation and use of Enterprise Resource Planning (ERP) systems. Reliable judgment. Discretion and integrity. Knowledge of personnel policies and case law within the United Nations common system or international organizations would be an advantage. | |
Languages: Excellent written and spoken English or French and working knowledge of the other. Knowledge of another UN official working language would be an advantage. | |
Annual salary: (Net of tax) 102.847 USD 111.950 USD (with primary dependants) | Post adjustment: 101.6 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation. |
Additional Information: Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations. * Initial period of two years, renewable, subject to satisfactory performance. No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
