This position is full-time for five years, based in Lilongwe, Malawi with some domestic travel and international travel, and is contingent upon a successful award. Position closes Monday 27th February.
This 5-year project is designed to provide technical support to Malawi’s Ministry of Health to improve planning, management and clinical quality, in a collaborative effort to strengthen Malawi’s health care system. The Program Director (PD) will provide strategic leadership, management and direction for the project and will work closely with the Government of Malawi and other development partners to achieve the project's objectives. The PD reports directly to the project’s U.S.-based Portfolio Manager.
SPECIFIC RESPONSIBILITIES:
Provide leadership, technical and managerial oversight for the project, ensure timely implementation and reporting of activities. Ensure the achievement of results and accountability, ensure that quality of support is maintained to the highest standard and that all project objectives are met. Provide technical leadership for project strategy and activities focused on strengthening the availability and use of strategic information for planning and management as well as strengthen availability, quality of clinical staff and technical resources. Provide financial and technical reports to the client in timely manner, represent the interests of the project and Abt Associates to the technical and contractual clients. Build and directly manage relationship with local partners, key stakeholders and clients. With members of the project Senior Management Team, adapt and implement management systems with standard operating procedures to administer all activities funded by the agreement, ensuring sufficient financial staff for disbursing all local costs under this project, monitoring and tracking expenditures, and preparing financial reports of project expenditures for submission toCDC. Ensure collaboration with the Ministry of Health, partners, other stakeholders and government representatives both at national and district level. Supervise direct reports with particular focus on their key tasks and project deliverables. Communicate, implement, and assure adherence to project policies, guidelines and values; develop staff skills and knowledge; and facilitate supervisee success and professional development whenever possible. Supervise and manage technical and program inputs of project subcontractors, partners, short-term technical assistance ensuring adherence to approved scopes of work and budgets. Ensure project grants are effectively allocated and monitored
Skills Prerequisites: M.D. or PhD in a relevant discipline. Significant (15 years+), senior-level experience designing, implementing, and managing complex health programs with an emphasis on policy and health systems strengthening and leadership and management programs in developing countries. Demonstrated technical depth in at least one of the following areas is preferred but not required: health planning and management or financial management/performance-based financing. Demonstrated clinical knowledge of and/or familiarity with approaches to eliminate the transmission of HIV from mothers to children, reduce maternal and child mortality, and other critical interventions to curb the spread of HIV Possess outstanding professional reputation and have strong demonstrated interpersonal, written, and oral presentation skills (English required). Demonstrated success managing complex consortia or multi-donor programs is highly desired. Experience building and maintaining partnerships with other projects, local organizations, host country governments, and international agencies. Experience of working with CDC an advantage. Understanding of local languages useful.
