REQUEST FOR PROPOSAL –International Consultancy Services Consultancy Services-: to build and strengthen a national child well-being database to capture national child wellbeing indicators and (b) country level reporting obligations and centralize it’s utility to all regions in Ethiopia. Background There is growing demand for evidence-based decision making and attribution of program impacts of development programs in developing countries. GOE institutions, CSOs and development partners working in the child protection and social welfare sectors are facing increasing demand to demonstrate attributable outcomes and impacts for international and national supported development and child sensitive welfare programmes for vulnerable children 2. Objectives § To develop National Child Wellbeing information system, and to install the software in Ministry of Women, Children and Youth Affairs in Addis Ababa. § The consultant facilitates and conducts user training of experts working in the Ministry of Women Children and Youth Affairs including training to the administrator on routine maintenance of database. 3. Qualification and Experience Required The contractor will be responsible for performing the tasks outlined in the deliverables above. The contractor will submit a technical and financial proposal regarding the complete assignment. The technical proposal shall include a brief description of the organisation’s competence and an outline of recent experience on assignments of a similar nature. The consultant must have experience with ASP.NET development on MVC design pattern and MS SQL development, including implementing interfaces using C#, Office systems and applications. Secondary data feeders must be able to feed data in standardised formatted XML feed. The financial proposal should give the total price of the assignment, broken down into consultancy charges and any other relevant costs. The consultant should provide a list of qualified expert/s that will work on this assignment and a summary of their academic background, qualification, expertise, and experience, including reference to prior work performed.
