REQUEST FOR PROPOSAL –International Consultancy Services 1. Consultancy Services-to develop (a) Inter Country Adoption Database (b) process management software, and (C) install, train the software in Ministry of Women, Children and Youth Affairs. 2. Background. The Children’s directorate of the Ministry of Women Children and Youth Affairs in Ethiopia has a pool of experts who regularly review and comment on increasing number of inter country adoption case files forwarded by the Federal First Instance court for review. The process typically is time taking, resource intensive and requires regular access to the history of each case. Occasionally such process requires the ministry to gather additional information from Bureaus in the regions. The ministry has large number of case files dating back over 30 years in hard copy forms. 3. Qualification and Experience Required (International Consultancy Services) The contractor will be responsible for performing the tasks outlined in the deliverables above. The contractor will submit a technical and financial proposal regarding the complete assignment. The technical proposal shall include a brief description of the organisation’s competence and an outline of recent experience on assignments of a similar nature. The consultant must have experience with ASP.NET development on MVC design pattern and MS SQL development, including implementing interfaces using C#, Office systems and applications. The financial proposal should give the total price of the assignment, broken down into consultancy charges and any other relevant costs. The consultant should provide a list of qualified expert/s that will work on this assignment and a summary of their academic background, qualification, expertise, and experience, including reference to prior work performed.
