BACKGROUND: The International Rescue Committee is one of the largest providers of relief and development assistance in the Democratic Republic of Congo with an annual budget of approximately US$ 80 million and over 900 staff. In seven of DRC’s provinces, IRC implements programs in the sectors of health, governance & community development, women’s protection & empowerment, education, and emergency response through a network of nine field office and a range of institutional and community partnerships.
IRC’s health portfolio in the DRC represents an integrated programme of primary health care support, including reproductive health, to Ministry of Health structures covering 57 health zones in 5 provinces of the DRC.
The IRC has been among the leaders in the field of reproductive health (RH) in conflict-affected settings for over fifteen years during which time enormous strides have been made in integrating and prioritizing reproductive health in humanitarian responses. IRC is a founding member of the Reproductive Health Response in Conflict Consortium and an active participant in the Interagency Working Group on Reproductive Health in Crises. IRC’s RH services are geared towards addressing the most critical needs of conflict-affected people and are respectful of their cultural, religious, and ethnic backgrounds.
SCOPE:
The IRC seeks a senior health professional to provide leadership and coordination to the reproductive health programs as the Reproductive Health Advisor (RHA). S/He will be responsible for providing technical support and guidance to the development of strategies for RH service delivery and training. S/he will ensure the integration of quality, relevant RH components into Primary Health Care (PHC) services as well as possible emergency responses. S/He will ensure that RH activities are designed and implemented according to the IRC accepted best practices and in line with the IRC Global Health Strategy, the Country Strategy Plan and the IRC Program Framework. The RHA will take the lead in organizing specialized RH related trainings such as MISP and CCSAS in collaboration with the health unit.
The RHA will work with the supervision and guidance of the Director, Health Programs. She/He will receive technical backstopping from the IRC Health Unit, through the support provided by Reproductive Health Technical Advisors.
RESPONSIBILITIES: Technical Support and Coordination: • Responsible for overseeing the overall quality of RH service provision at IRC-supported health facilities and ensuring that services provided meet internationally-recognized standards • Responsible for ensuring quality of RH training provided and that training curriculum complies with MoH requirements as well as international standards • Ensure integration of relevant RH components in to all PHC services • Oversee RH training needs assessments conducted in targeted health zones • Provide leadership in the development or adaptation of service delivery models / systems which allow for expansion of service provision while promoting technical quality of care. • Identify, document and disseminate best practices in RH service provision • Guide the development of annual work plans for existing programs with RH team and appropriate Technical Advisors • Ensure the transition of the RAISE programs to the new design and together with the specific TA, guide the FP/PAC programs towards the expected results
Advocacy and Representation: • Advocate and collaborate with MoH to revise / adapt existing national RH curriculum / modules to incorporate best practices and international RH standards • In collaboration with MoH, develop or adapt, review, introduce and disseminate guidelines, standards of practice, protocols and other tools to improve quality of RH service provision in clinical and non-clinical settings • Establish and maintain collaborative relationship between IRC and MOH and other partners • Provide expert contribution to the development or adaptation of national policies, guidelines and standards that promote quality RH service provision in DRC and that comply with internationally-accepted norms and standards
Monitoring, Evaluation and Research: • Contribute to the development of field staff through training, mentoring, and assisting with professional advancement. • Facilitate the sharing of best practices among the provincial teams • Oversee development or adaptation of supervision and data collection tools for RH service provision • Work with Research M&E Coordinator and HIS Manager to ensure that data collection systems meet MOH and donor requirements
Management: • Directly supervise the Reproductive Health Manager, Kinshasa • Provide RH technical support to Health Coordinators and Reproductive Health Managers
REQUIREMENTS: • Advanced medical degree • Demonstrable technical expertise and working knowledge of reproductive health, preferably in a conflict or post-conflict environment, preferably Africa • At least 5 years progressive public health related international field experience in reproductive health in developing countries • Proven track record of successfully providing technical assistance to and monitoring and evaluation for large-scale reproductive health programs • Technical expertise in curriculum development, training needs assessment and training facilitation, as well as monitoring and evaluation of trainees • Fluent spoken and written French, able to understand, communicate and work in English • Flexible work attitude: the ability to be flexible and yet focused & reliable in an environment of changing demands; • Culturally sensitive, with the ability and interest to identify and work with a multi-ethnic team • Strong computer skills: must be competent in Windows MS office programs (Word, Excel), email and database experience.
