DAI seeks Bank Regulation Advisors for an upcoming, multiyear USAID-funded Economic Governance Activity in South Sudan. The new activity will provide support to the Ministry of Finance and Economic Planning (MOFEP), the Bank of South Sudan (BOSS), Ministry of Energy and Mines, and other key government institutions at the national, state and county level in strengthening budgeting and public financial management, tax policy and administration, monetary and central bank operations, and petroleum sector management. Intensive capacity building will be an integral part of this program. Bank Regulation Advisors will be part of a team of specialists dedicated to building the capacity of the Bank of South Sudan, the country’s central bank. Advisors will be responsible for designing and supporting implementation of new systems, methods and procedures for all bank supervision work, from licensing and examination, to monitoring and enforcement of sanctions for regulatory violations. All positions are based in Juba, South Sudan. Responsibilities: • Assess capacity and design and implement training and capacity development programs to strengthen bank supervision at the BOSS. • Develop policies, procedures and manuals covering licensing, regulation, and examination of financial institutions. • Assist the BOSS in institutionalizing licensing of new banks and the examination process for banks currently functioning in South Sudan. • Assist the bank supervision department in improving reporting standards for licensed banks. • Regularly monitor bank activities through off-site analysis. • Participate in on-site examinations to provide hands-on training and support to BOSS staff • Provide periodic training workshops on key supervisory topics. | |
Basic Qualifications: | |
• Masters’ Degree required, preferably in finance, economics, accounting or other relevant discipline. • Minimum 8 years of experience in bank supervision, including experience as employee and/or advisor within a central bank or financial sector regulatory body. • Experience contributing to design and development of capacity in financial sector regulation, including design and delivery of manuals, training, and supporting IT infrastructure for public sector regulatory bodies. • Experience providing training in bank examinations and other key supervisory topics. • Experience with multilateral or bilateral donor programs, especially USAID. • Proven track record in working effectively within multidisciplinary, multinational teams. • Experience in Africa and particularly post-conflict countries. • Excellent communication, interpersonal and team-working skills. • Fluency in written and spoken English. | |
