Job Description: |
DAI seeks recognized experienced local government professionals to serve as Chief of Party or Technical Advisors on the anticipated projects funded by the U.S. Agency for International Development (USAID) worldwide. We are seeking senior expatriate applicants with experience in the following areas: • Decentralization; • Municipal finance and budgeting; • Local government legal and policy reform; • Local government service delivery; • Institutional capacity building, training, and human resources development and management; • Public participation, civil society, outreach, and media; Successful candidates will have demonstrated experience in citizen oversight of public finance or service delivery; prior experience working with legislatures and executive branch to draft policy, legislation and regulation governing decentralization; experience in training and delivering technical assistance for sub-national and local governments who are implementing new laws and powers; experience working with city councils and other local elected officials on drafting and implementing rules of procedure for their bodies, regulatory process at local level, transparency and ethics at local level. |
Basic Qualifications: |
• Expertise in municipal budgeting, taxation and revenue generation, capital investment planning, and facilitating local economic development; • Demonstrated experience in capacity-building, technical assistance and training for elected and appointed officials at the sub-national level; • Experience in improving service delivery, including water, sanitation, roads, and basic health and education services; • Comparative experience in decentralization policy and intergovernmental fiscal relations; • Prior experience working as a local government practitioner is desirable; • Prior experience serving as Chief of Party or Technical Advisor for USAID-funded local government program preferred; • University degree in administration/finance/policy or urban planning or other related field; post-graduate degree highly preferred; • Minimum ten years professional experience; • Proficiency in English. |
