CHAMPION Project (Channeling Men’s Positive Involvement in a National HIV/AIDS Response) Project which seeks to increase positive male involvement in HIV and reproductive healthis funded by USAID and led by EngenderHealth. The project is implemented in ten regions throughout Tanzania, with the main office located in Dar es Salaam. EngenderHealth is inviting applications from suitably qualified candidates to fill in the position of Senior Program Officer – Community Engagement for its CHAMPION Projectbased in Dar es Salaam, Tanzania. This position is open to Tanzanian nationals candidates only.
Scope of position:
The position will lead the formation of all vision, mission, strategy and work planning and project activities for all community engagement and mobilization work, in collaboration with the senior program managers and other project staff. These comprehensive plans should include knowledge of and specific activities for community-based organizations, local government and any private sector partners. S/he will form, maintain, support and manage all aspects of the Community Action Teams, which design and implement activities intended to address gender and male social norms via outreach, education, training, and interpersonal and group activities. He will also be required to oversee technical assistance to district partners (lead NGOs) and provide leadership to the sub-grantees in design, implementation and monitoring of project’s activities at the district level.
Key Responsibilities:
- Work closely with the CHAMPION team to identify and recruit community-based partners to participate in Project activities.
- Spearhead development of community engagement strategies and tools.
- Provide leadership and coordination in developing scope of work for lead NGOs, in achieving the project’s objectives.
- Assess partner capacities, develop and organize training and other events to enable them to effectively conduct community engagement and mobilization activities. On a regular basis, assess the appropriateness of training and make changes as needed.
- Lead the review, adaptation or development of training and outreach materials for effective community engagement and mobilization.
- Provide technical support to development of strategies and materials for behavior change communication as per project’s goals.
- Provide technical assistance to the partners as needed to ensure successful planning, budgeting and implementation of activities in communities.
- Monitor and supervise partners’ community engagement and outreach activities.
- Develop documentation systems and ensure that partners are familiar with reporting requirements and submit timely reports.
- Develop, interpret and translate project documents as needed.
- Develop community engagement and mobilization work plans and budgets in coordination with senior project management.
- Other duties as assigned.
Qualifications:
- Advanced degree in one of the following or related fields: Sociology, Anthropology, social marketing, Medicine or Public Health is required; or equivalent combination of education and work experience
- At least 5 year(s) of relevant experience required
- Proven experienced in gender, reproductive health and/or HIV/AIDS-related projects
§ Proven skills and experience in community engagement/mobilization, training, and working with community-based organizations and local government; and in creation of culturally sensitive communication programs and materials;
- Fluent in English and Kiswahili, with excellent written and oral communication skills.
- Computer literate with Proficiency in the use of Microsoft Office Applications;
- Ability to travel upcountry about 30- 50% of time.
