DAI seeks Tax Administration Advisors for an upcoming, multiyear USAID-funded Economic Governance Activity in South Sudan. The new activity will provide support to the Ministry of Finance and Economic Planning (MOFEP), the Bank of South Sudan (BOSS), Ministry of Energy and Mines, and other key government institutions at the national, state and county level in strengthening budgeting and public financial management, tax policy and administration, monetary and central bank operations, and petroleum sector management. Intensive capacity building will be an integral part of this program. Tax Administration Advisors will be part of a team of specialists dedicated to building the capacity of new South Sudan Revenue Authority, the national tax administration of the Government of South Sudan. Advisors will be responsible for designing and supporting implementation of new systems, methods and procedures for all revenue authority work streams, from taxpayer registration and services, to returns processing and document management, to audit, debt management, and enforced collections. All positions are based in Juba, South Sudan. Responsibilities: • Assess capacity and design and implement business processes that will enable the revenue authority to execute its responsibilities under the law. • Design and implement capacity building programs for revenue authority staff, from basic skills training to targeted capacity building for specific work streams. • Design and implement mentoring plans for revenue authority managers and front-line staff. • Draft procedural manuals and handbooks to support day-to-day functions of revenue authority departments. • Contribute to development of tax legislation and regulations, as needed. • Design and manage work of short-term consultants supporting tax administration capacity building. • Interpret and analyze performance data and prepare precise, accurate and complete reports to inform program implementation and adjustments. | |
Basic Qualifications: | |
• Masters’ Degree required, preferably in accounting or other relevant discipline. • Minimum 8 years of experience in tax administration, including experience as employee and/or advisor within a national-level tax administration. • Experience contributing to design and development of tax administration business processes, including design and delivery of manuals, training, and supporting IT infrastructure. • Experience in providing training in taxpayer services, tax audit, collections, accounting and other tax administration capacities. • Experience with multilateral or bilateral donor programs, especially USAID. • Proven track record in working effectively within multidisciplinary, multinational teams. • Experience in Africa and particularly post-conflict countries. • Excellent communication, interpersonal and team-working skills. • Fluency in written and spoken English. | |
