CHAMPION Project (Channeling Men’s Positive Involvement in a National HIV/AIDS Response) Project which seeks to increase positive male involvement in HIV and reproductive healthis funded by USAID and led by EngenderHealth. The project is implemented in ten regions throughout Tanzania, with the main office located in Dar es Salaam. EngenderHealth is inviting applications from suitably qualified candidates to fill in the position of Monitoring and Evaluation (M&E) Director for its CHAMPION Projectbased in Dar es Salaam, Tanzania.
Scope of Position:
The position provides overall strategic leadership for the performance monitoring, evaluation, management information systems (MIS), research and information dissemination functions of the CHAMPION project, working in collaboration with project staff and technical staff at EngenderHealth headquarters (NY). This will require working closely and assisting both Strategic partners and implementing partners; and liaising with government and funding agency officers to assure compliance with reporting requirements
Specific Responsibilities:
- Develop/revise, maintain and implement CHAMPION Performance Monitoring Plan
- Ensure the CHAMPION PMP is used in developing M&E Systems of CHAMPION and its partners.
- Ensure the CHAMPION staff and Partners understand the indicators definitions
- Lead the development and maintenance of CHAMPION database as well as supporting partners to maintain relevant reporting formats and database for timely and consistent reporting
- Develop and Data Quality Assessment (DQA) plan for CHAMPION and other partners
- Ensure data quality assessment for CHAMPION project is done on a regular basis
- Prepare and implement the budget for the CHAMPION M&E unit
- Monitor the implementation of the approved work plan
- Lead the CHAMPION project in data analysis and reporting
- Support CHAMPION strategic partners and sub-grantees in developing work plans and sound M&E systems.
- Keep track of the reporting calendar to USAID
- Work with the Technical Director to ensure USAID quarterly reports, Semi Annual Progress Report (SAPR) and Annual Progress Report (APR) are prepared on time.
- Oversee and support M&E capacity building to sub-grantees, including identifying the needs of different partners, establishing the training plan and ensuring the quality of trainings to partners.
- Organize and participate in CHAMPION evaluations and special studies
- Ensure CHAMPION is adhering to research protocols and processes according to EngenderHealth standard operating procedures and local research authorities.
- Oversee identification, synthesis, documentation and dissemination of best practices, lessons learned and success stories from project activities;
- Lead periodic meetings/fora with staff, local collaborating agencies, partners and stakeholders to strengthen data use for decision making, discuss project achievements and challenges and lessons learnt to improve project implementation
- Lead the Baseline, mid term and end term evaluation processes as well as developing the end of project report
- Supervise the M&E unit which consists of a Senior Officer, Officer(s) and intern(s).
- Perform other duties as assigned
Knowledge, Skills and abilities:
- Sound knowledge of monitoring and evaluation methodologies to plan and manage CHAMPION project -specific activities.
- Knowledge of relevant national and international indicators related to Gender, RH and HIV/AIDS.
- Detail-oriented with excellent follow-through and organizational skills
- Demonstrated ability to provide technical assistance in monitoring and evaluation.
- Experience in conducting evaluation and disseminating relevant information to program managers.
- Strong computer skills necessary for the information system, data analysis and reporting, including Microsoft-Word, Excel, Access and SPSS.
- Ability to apply qualitative and quantitative methodologies in monitoring and evaluation.
- Ability to convey results to non-technical stakeholders, generate interest in the use of M&E results, and help staff apply them to make programmatic improvements.
- Excellent interpersonal, teamwork, and supervisory skills
- Solid communication skills, both oral and written, in English and Swahili.
Minimum Qualifications:
- Master’s degree in Public or Community health, demography, epidemiology, project management, project evaluation or other advanced degree in a relevant field.
- Minimum 7 years experience in a leadership role for monitoring and evaluating USG funded gender, reproductive health and/or HIV/STI-related projects
- Trained in quantitative and qualitative data analysis programs; SPSS, Epi Info, and ATLAS is desirable.
- Skilled in reporting project results; experience with PEPFAR projects, and performance management and results reporting preferred.
- Experience in writing research papers for publication and presenting research findings to public health and policy specialists and officials as well as to the media and the general public
- Experience in planning and facilitating trainings.
- A personal and professional commitment to gender equality.
- Fluent in English and Swahili - with excellent written and oral communication skills in both languages.
- Computer literate with proficiency in data management programs
- Ability to travel up to 30% of time.
