CHAMPION Project (Channeling Men’s Positive Involvement in a National HIV/AIDS Response) Project which seeks to increase positive male involvement in HIV and reproductive healthis funded by USAID and led by EngenderHealth. The project is implemented in ten regions throughout Tanzania, with the main office located in Dar es Salaam. EngenderHealth is inviting applications from suitably qualified candidates to fill in the position of Senior Program Officer – Workplace HIV/AIDS Initiativesfor its CHAMPION Projectbased in Dar es Salaam, Tanzania. This position is open to Tanzanian nationals candidates only.
Scope of position:
The position will provide overall strategic leadership in designing and implementing existing or new HIV-Workplace Programs, working in collaboration with the senior program managers and other project staff. This will require working closely and assisting both tripartite and workplace partners; and liaising with government and international agencies to assure compliance with national and international standards for workplace HIV programming. He will be required to oversee technical assistance to partners and provide leadership to other workplace team members of the project.
Key Responsibilities include:
· Assume leadership for the development, design, implementation of gender transformative workplace programs
· In consultation with the senior program managers, work closely with government [i.e. the Ministry of Labor, The Tanzania Commission for HIV/AIDS (TACAIDS), National AIDS Control Programme (NACP), and the Ministry of Health (MOH) Reproductive and Child Health Section (RCHS), and other relevant sectoral ministries and government bodies] to facilitate the Projects’ workplace initiatives.
· Work closely with the senior program managers and other CHAMPION staff, to identify and recruit workplaces with the aim of getting them to develop and implement effective workplace HIV programmes
· Develop and maintain alliances and strategic partnerships with national and community-based business, employers, trade and worker’s associations; to support health promotion initiatives and further program objectives;
· Develop and submit sub-agreements, letters of collaboration and/or memos of understanding outlining the relationships between the CHAMPION Project and workplace partners
· Provide guidance in the development and review of workplace HIV policies and programmes
· Provide guidance and tactical support to workplace sub-grantees and other project partners as needed to ensure successful planning, budgeting, implementation and monitoring of activities;
· Participate in the review and adaptation or development of training and outreach materials; and further organize and facilitate training of cohorts of workplace peer educators
· Monitor and supervise partner’s workplace outreach activities, and further, where possible, link the workplace initiatives with other community initiatives in the geographical area.
· Work with members of the team and partners to develop documentation systems and ensure that partners are familiar with reporting requirements and submit timely reports
· Participates in regular presentations to USAID, NGO partners, international organizations and other key audiences on the progress on the project;
· Ensure all work plans, reporting, and management of workplace initiatives are implemented as per CHAMPION project guidelines
· Identify new and existing opportunities for CHAMPION’s Workplace Programmes
· Provide technical support and oversight to all employees and consultants/contractors working on CHAMPION workplace initiative
· Recommend, as appropriate, processes and mechanisms to improve CHAMPION’s activities in terms of efficiency as well as technical approach.
· Conduct staff appraisals as appropriate
· Prepare technical reports as required
· Carry out any other tasks as assigned by the project management.
Qualifications:
· Advanced degree in one of the following or related fields: Sociology, Anthropology, Medicine or Public Health is required; or equivalent combination of education and work experience
· At least 5 year(s) of relevant experience required
· Proven experienced in gender, reproductive health and/or HIV/AIDS-related projects
· Proven skills and experience in training and workshop facilitation; and in creation of culturally sensitive communication programs and materials;
· Fluent in English and Kiswahili, with excellent written and oral communication skills.
· Computer literate with Proficiency in the use of Microsoft Office Applications;
· Ability to travel upcountry about 30- 50% of time.
