GOAL first started working in South Sudan in the mid 1980, originally through short term emergency intervention.
GOAL South Sudan currently has 3 programme sites Twic County, Warrap, Kurmuk County, Southern Blue Nile and Malakal and Sobat in Upper Nile State.
At these sites GOAL South Sudan operates public health programmes activities include curative primary health care, based on the management of 28 primary health clinics; preventative health care including HIV/AIDS messaging, malaria control and hygiene promotion; nutrition and food security, water and sanitation engineering and clinic construction/rehabilitation.
General Description of the Role
This position demands both an excellent clinical knowledge and training skills, needed to manage health facilities within a rural primary health care setting. The Clinical Officer will be responsible for ensuring management of the medical facilities is executed in line with international standards and donor guidelines under the supervision of the Clinical Supervisor and the Assistant Area Health Manager. This position demands an ability to train and support the local health staff . The Clinical Officer will be directly responsible for clinical diagnosis and treatment and the efficient operation of the assigned clinics so that the clinics show improvements in their outputs (like accurate diagnosis, waste management, stock control, data collection and improved skills of staff). In the execution of duties it is expected that the role will require extensive travel within Twic County.
Key Duties
• Management of assigned health facilities and staff. Among the other duties:
o To ensure timely and accurate clinical diagnosis and treatment.
o To ensure that relevant MOH policies, guidelines and protocols are implemented
o To ensure correct patient diagnosis and treatment according to MOH GoSS guidelines
o Control and regulate the distribution and use of pharmacy supplies.
o Ensure safe waste disposal
o Collection, evaluation and reporting of programme data to the medical supervisor / team leader
o Management of all clinic staff and community health staff assigned to the area
o To contribute at the integration of the different PHC components
• Conduct on the job training of assigned staff in health facility
• Coordinate and plan the activities with the field team, which are necessary to ensure the program is implemented in accordance with goals and the objectives laid out in the program proposal
• Ensure that timely and quality preventive and curative health care is provided in all health facilities;
• Assist the Area Health Manager in collation, analysis and reporting on outputs, impacts and indicators
• Any other reasonable duties as assigned by GOAL.
• Prepare a weekly individual workplan for the AHM / AAHM.
• Jointly prepare an annual workplan for your field location with the AHM and AAHM
• Assist with the annual Multi-Indicator Cluster Survey (MICS) for your field location, jointly with the Health, Nutrition and Watsan Teams for your field location
• Prepare a Monthly Report of programme activities for Health in your field location for AHM / AAHM.
• Prepare an Annual Report of your activities for the AHM / AAHM.
• Any other reasonable duties as assigned by GOAL.
Requirements (Person Specification)
• Qualified clinical officer, registered with MoH GoSS.
• Relevant international courses
• Previous experience in PHC/health programmes in similar position with international organisations/agencies desirable
• Fluent in spoken and written English; good spoken Arabic
• Staff management/training experience and good inter-personnel skills
• Very enthusiastic and keen to travel and work extra hours to achieve the objectives of the programme
