The Office of United Nations Children's Fund (UNICEF) Rwanda, wishes to recruit a candidate of Rwandan nationality to fill the following vacancy:

Major Duties and Responsibilities
Contributes towards the preparation of the Situation Analysis by compiling data, analysing and evaluating information, and writing chapters of the Analysis. Contributes for the redaction of sectoral documents for the Country Programme Recommendation (CPR) and Plans of Action, Country Programme Summary Sheet, and other programme documents, as required.
Designs, prepares, implements, monitors and evaluates assigned programme activities. Analyzes and evaluates data to ensure achievement of programme outputs, and/or takes corrective action when necessary to meet programme outputs. Contributes to the development and/or introduction of new approaches, methods and practices in programme management and evaluation.
Participates in national and field level meetings, including SWAPSs with GoR and other implementing partners involved in the management and implementation of water, hygiene education and sanitation programme activities. Follows up implementation of recommended actions. Assists in development of appropriate communication and information strategy to support and/or advocate programme development.
Undertakes field visits to monitor programme activities, as well as conducts periodic programme reviews/evaluation with government counterparts and other partners. Provides technical advices and assistance to government officials and other partners in the planning, implementation, monitoring and evaluation of the programme including training required, especially for the GoN funded WASH project. From lessons learned in programme implementation, makes recommendations for areas of policy and strategy change or development to strengthen sustainability, community participation, management, effective/efficient monitoring system and ownership of programme activities.
Undertakes action on operational procedures affecting programme implementation and management through coordination with the Operations/Supply staff on supply and non-supply assistance activities. Ensures proper and timely material supply planning and government accountability through liquidation of advances. Certifies disbursements of funds, monitors and submits financial status reports to the Section Chief, as required.
Participates in the development of the sectoral workplan, ensures the achievement of specific assigned objectives. Provides guidance and support to staff in meeting project objectives.
Ensures the accurate and timely input of project information in the computerized programme system, (PROMS or VISION), and issues status reports for monitoring and evaluation purposes. Prepares programme status reports required for management, Board, donors, budget review, programme analysis, annual reports, etc. Contributes to various reports and proposals writing.
Minimum qualifications and experience
- Advanced university degree in Public Health Engineering, Civil Engineering, Mechanical Engineering, Hydrology, Sanitary Engineering, Water Resources Management or any field relevant to international WASH related development assistance.
- Five years of progressively responsible professional work experience (national or international) in the UN or other development organization, national government or the private sector.
- Good theoretical and practical understanding of planning, management, monitoring and evaluation of community-based water, sanitation, and hygiene programmes/projects, or related fields.
- Knowledge of and experience in implementing programmes aimed at sustainable environment protection and restoration would be a major asset.
- Written and spoken proficiency in English and French is required.
- Knowledge of Kinyarwanda is required.
The candidate should possess the following technical knowledge
a) Specific Technical Knowledge required
- Advanced technical knowledge of the theories, principles and methods in communication for behavior change, WASH in schools, water supply projects management, monitoring and evaluation, integrated water resource management, appropriate water supply and quality technology
- Advanced technical knowledge of environment related programming
b) Common technical knowledge
- Community-based sanitation i.e hygiene education or latrine construction and waste management.
c) Technical knowledge to be acquired
- GoR development plans and policies
- Knowledge of local conditions and country legislation relevant to UNICEF programmes
- UN policies and strategy to address international humanitarian issues and the responses including the IASC Cluster approach and familiarity with Emergency
- UN common approaches to programmatic issues and UNICEF positions
- UN security operations and guidelines
