BACKGROUND
UN-HABITAT is the coordinating agency within the United Nations system for human settlements and focal point for coordinated implementation of the Habitat Agenda, as well as the human settlements chapter of Agenda 21, and the MDG Goal 7 Target 11 of significantly improving the lives of at least 100 million slum dwellers by the year 2020. The evaluation framework of UN-HABITAT is informed by three objectives: to adopt and institutionalize results-based monitoring and evaluation, to promote evaluative knowledge and learning around results, and to streamline M&E procedures in all operations.
The Monitoring and Evaluation Unit, which is organizationally placed under the Executive Director, is responsible for improving monitoring and evaluation systems and coordinating monitoring and evaluation activities of UN-HABITAT.
In line with the instructions for preparing the biennium programme and budget, the Monitoring and Evaluation Unit develops an evaluation plan. The plan for the 2010-2011 biennium has outlined all mandated evaluations and key strategic evaluations to be undertaken. The incumbent is expected to provide support for the implementation of the evaluation plan for this biennium.
RESPONSIBILITIES Under the supervision of the Chief, Monitoring and Evaluation Unit, the incumbent will be responsible for the following duties: 1. Support the management of the evaluation processes for the: i) 2011 Staff Survey; ii) Peer Review of the UN-Habitat Evaluation Function and; iii) the external evaluation of the second phase of the MTSIP. 2. Participate in the development of the terms of reference for the respective evaluations and reviews. 3. Review and technically assess evaluation inception reports, drafts and final evaluation products, including following up with the evaluation teams to ensure that products reflect all requirements for high quality evaluations. 4. Participate in the review of the MTSIP and Work programme performance reports. 5. Review the UN-Habitat Monitoring and Evaluation Manual including the policy and guidelines of the M&E framework. 6. The staff member might be assigned other tasks related to the work plan of the Monitoring and Evaluation Unit as appropriate. COMPETENCIES Professionalism: Knowledge and competences in evaluation including understanding of Results-Based Management (RBM); Experience in planning, management and conducting evaluation; experience in data collection methods and analysis; reporting and dissemination of evaluation findings. Planning and Organizing: Develops clear targets that are consistent with agreed strategies; identifies priority activities; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently and goes an extra mile to meet deadlines. Teamwork: Works collaboratively with colleagues to achieve organizational goals; shares credit for team accomplishments and accepts joint responsibility for team shortcomings. Communication: Ability to write in clear and concise manner and to communicate effectively; good report writer, listens to others, correctly interprets messages from others and responds appropriately.
QUALIFICATIONS Education Advanced university degree (Master’s degree or equivalent) in business administration, management, economics, statistics, and social sciences. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience A minimum of five years of experience in project or programme management, administration, of which at least three should be related to monitoring and evaluation functions.
Language English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in spoken and written English is required. Knowledge of another UN official language is an advantage.
