DAI seeks Financial Management Advisors for an upcoming, multiyear USAID-funded Economic Governance Activity in South Sudan. The new activity will provide support to the Ministry of Finance and Economic Planning (MOFEP), the Bank of South Sudan (BOSS), Ministry of Energy and Mines, and other key government institutions at the national, state and county level in strengthening budgeting and public financial management, tax policy and administration, monetary and central bank operations, and petroleum sector management. Intensive capacity building will be an integral part of this program. Financial Management Advisors will be part of a team of specialists dedicated to building the government’s ability to manage public finances and deliver basic services. These individuals will be responsible for implementation and management of financial management activities supporting development and use of financial systems at the national, state and/or county level. All positions are based in South Sudan. Responsibilities: • Assess, design and implement activities and identify processes that will improve annual budget preparation and execution and improve planning and delivery of essential services. • Design and implement capacity building programs for financial management. • Design and implement mentoring plans for government financial management officials. • Manage short-term consultants in capacity building for budgeting and financial management. • Interpret and analyze performance data and prepare precise, accurate and complete reports to inform program implementation and adjustments. | |
Basic Qualifications: | |
• Masters’ Degree required, preferably in economics, public finance, accounting or other relevant discipline; Certified Public Accountant (CPA) or equivalent certification is a preference. • Minimum 8 years of experience in planning, budgeting and execution of public spending, including experience within a ministry or similar public sector institution. • Proven experience designing, developing and rolling out financial management systems for large public sector programs, including experience in implementing financial validation systems. • Proven experience with internal audit systems, financial monitoring and financial reporting in government systems and procedures. • Experience in providing training in budgeting, budget execution and the use of financial systems and financial management software. • Experience with multilateral or bilateral donor programs, especially USAID. • Proven track record in working effectively within multidisciplinary, multinational teams. • Experience in Africa and particularly post-conflict countries. • Excellent communication, interpersonal and team-working skills. • Fluency in written and spoken English. | |
