Background:
Johanniter International Assistance has been present in Djibouti since 1994, working in close collaboration with the Djiboutian Ministry of Health. As several years of drought and the rise in global food and fuel prices have caused a protracted humanitarian crisis with extreme food insecurity and malnutrition among the population of Djibouti, the main focus of Johanniter’s activities has been on the fight against malnutrition. Johanniter has substantially contributed to improving primary health care services in the slums of Djibouti city and is currently supporting supplementary and therapeutic feeding centres in the slum of Balbala and in the rural district of Tadjourah. Besides the rehabilitation of buildings, the provision of food and medical material, psychomotor-training with malnourished children, Johanniter’s activities also include the training of community health workers for regular outreach to the slum population. Since 2005 these activities have been funded by the German Ministry of Foreign Affairs.
In 2011 Johanniter is planning and preparing to expand its activities in various fields. In this regard Johanniter is currently preparing an awareness raising campaign about female genital mutilation (FGM). Another project will focus on people with disabilities and aims to provide orthopaedic care and community based rehabilitation, as there are currently hardly any orthopaedic services for people with limited mobility in the country. To expand the humanitarian aid in the fight against malnutrition amongst the drought-stricken impoverished rural and partly nomadic population, a training and supplementary feeding program will be carried out in the districts of Tadjourah and Dikhil.Job Description:
Supported by a team of expatriates and local staff, the Country Director will be responsible for the acquisition, planning, coordination and monitoring of all project activities as well as the set-up of the required office structure in Djibouti.
The Country Director will be reporting to: Head of Africa Desk in Berlin headquarters working with: Team of national and expatriate staff and local authorities.
Job Responsibilities: Design, plan and coordinate health projects in the context of humanitarian aid and development cooperation in line with beneficiary needs, national policies as well as Johanniter and donor program objectives and international standards Supervise the implementation, monitoring and evaluation (including project administration, procurement, inventory and quality control) of all project activities, ensuring the integration with all relevant clusters and sectors. Establish and manage the required office structure of Johanniter in Djibouti Contribute to the development of the Johanniter strategy for Djibouti Ensure proper and adequate resource management (budget, HR, equipment etc.) Ensure that the programs remain within the original remit, budget and are in line with Johanniter guidelines Liaise with government authorities, donors, local authorities, UN and other organisations concerning the development and implementation of the program, including legal matters Represent Johanniter International Assistance in Djibouti Supervise expatriate staff, recruit and manage local staff, and coordinate and support field teams Maintain regular communication with the headquarters in Berlin and within the Country team Acquire donor funding, provide timely and adequate documentation, reports and proposals (financial and narrative) to HQ, donors and authorities Carry out needs assessments and support programme evaluations Work within the local infrastructure to ensure the programme is sustainable and, if appropriate, that operations are effectively handed over to local partners Prioritise and manage security, ensuring that guidelines are followed and adapted as required, that maximum preventive measures are taken and that the team is safe and well informed at all times Control and monitor finances of the programme, in cooperation with the Administrator prepare amendments and new budgets Regularly visit project sites Compile regular reports, updates and articles for the marketing and fundraising department.
Person Specification
9.1. Profession/Qualification: Country Director
9.2. Experience: 3-5 years working experience in humanitarian aid and/or development contexts in a similar leading position Proven experience in project coordination, including financial management Experience in the acquisition of donor funding Networking with partners and donor liaison Experience in HR management Experience in working with international and local partners and donors, experience with health authorities is an asset Background in Health/ Public Health and experience in health program development is an asset Experience in the humanitarian context of the region is an asset Experience in nutrition programs is an asset
9.3. Skills: Leadership and team-building HR management skills and cultural sensitivity Strong representation, communication and negotiation skills Fluency in French and English with excellent verbal and written communication skills, German is an asset Strong analytical skills Proposal and report writing for humanitarian and development donors Good understanding of logistical and financial procedures Proven ability to work independently, in isolation but also closely with the coordination team Prepared to travel to program base locations Multi-tasking Security management Stress management Good knowledge of international standards and relief tools for acute emergencies (e.g. SPHERE Standards)

10.1. Start Date: As soon as possible 10.2. Duration: 12 months contract (with possible extension)
10.3. Remuneration: Salary range according to the ARV-J regulations depending on qualification and experience + per diem of of 32 EUR
