East Africa Dairy Development II (EADD II) Finance & Administration Manager, Mbeya, Tanzania
East Africa Dairy Development II (EADD II) is an ambitious five-year program designed to transform the lives of resource poor farming families through a competitive and inclusive dairy value chain in Kenya, Uganda and Tanzania. EADD II in Tanzania is targeting to reach 35,000 farm families, about 210,000 dependents and 200,000 dairy stakeholders in the dairy value chain. The program is implemented in the Southern Highlands of Tanzania.
Function
The Finance & Administration Manager will work with the programs teams and management to maintain financial integrity and ensure sound financial management of the country program. S/he will implement and develop procedures which promote financial discipline to meet organizational goals as well as maintaining strong financial controls as they relate to the project. S/he will coordinate the timely preparation and submission of project budgets, financial projections, and financial reporting, and will serve as the primary point of contact in financial planning and budgeting. This position will also provide support in the process of accounting transactions, payroll management, cash flow, banking, grant management, and compliance with Heifer/EADD policies and procedures.
S/he will work with the EADD Regional Director of Finance and Administration Global Director of Finance Operations-Africa and Heifer Tanzania Senior Operations Manager in accounting, financial, and administrative functions for the East Africa Dairy Development-II (EADD-II) project in Tanzania by maintaining accounting records; and providing adequate accounting information and ensures the same is maintained in accordance with the laid down policies and procedures of the organization and in accordance with international accounting standards.
Responsibilities
- Lead the project Finance and Administration team and ensure that project finance and assets are well managed.
- Supervise and manage project finance and admin team to ensure that maximum output is achieved.
- Coordinate the submission of project's monthly, quarterly, semiannual and annual finance reports and financial statements as stipulated in Heifer International policies.
- Interpret project variance reports and expenditure analysis to staff and projects and request for explanation from the budget holders in line with finance policies.
- Ensure that all project transactions are in line with government laws.
- Conduct training and staff development workshops with the project accountings team in order to maintain a high standard of reporting.
- Prepare, coordinate, and monitor the project budget.
- Make support visits, audit Producer organizations and assess how project funds are utilized and give advice on how to keep books of accounts.
- Effectively manage the program/project cash flow while adhering to Heifer policies.
- Check the bank reconciliations every month and forward them to the Senior Operations Manager for approval.
- Approve all office and fleet-related requisition and review procurement requests as per authorization policy.
- Monitor the Project Petty Cash Imprest in line with cash management controls, and prepare project account(s) for audits as planned.
- Ensure compliance with accounting principles and standards including HPI Partners, donors, local, and Heifer International cost principles.
- Maintain knowledge of required rules and regulations related to project implementation and activities that affect the budget.
- Review payment requests and ensure timely processing of funds.
- In collaboration with Senior Operations Manager and project Director of Finance & Administration establish and maintain sound financial management systems, and provide administration support to the project.
- Ensure effective filing system in the office, and Coordinate with Program staff to ensure the project's resources are effectively and efficiently utilized.
- May perform other duties as assigned by project management and/or Country Program management.
