Director of Pharmaceuticals and Healthcare Programme

Transparency International UK is seeking to appoint a Director for its new global Pharmaceuticals & Healthcare Programme.
This is an opportunity to play a significant role in a highly-respected and influential organisation with global reach. It offers the opportunity to make a substantial difference to global health and the lives of ordinary people, through your leadership, management and service.
Corruption is the abuse of entrusted power for private gain. It hurts everyone whose life, livelihood or well-being depends on the integrity of people in a position of authority. Corruption holds back economic development, prevents markets operating fairly for businesses and consumers, and further exploits already marginalised people.
Transparency International UK (TI-UK) is the UK Chapter of the world’s leading anti-corruption non-governmental organisation, Transparency International, and in addition to tackling corruption within the UK, we coordinate global programmes on behalf of the wider TI movement.  We are a registered charity.  The goal of our new Pharmaceuticals & Healthcare Programme is to increase transparency and reduce corruption in the health sector.
The role
The Director of the Pharmaceuticals & Healthcare Programme (PHP) provides the overall strategic and operational leadership for the programme, which has been established to work in a complex sector.  The Director is responsible for the development and implementation of the programme’s strategy and delivery of its objectives in order to achieve real change in the fight against corruption, and is accountable for:
  • Formulating and gaining approval for the Programme’s strategy, working with the Executive Director, the Chair of the global steering committee, and other stakeholders
  • leading the Programme’s work with governments, health ministries, global health organisations, pharmaceutical and healthcare companies and civil society, including other relevant TI chapters and the TI Secretariat
  • the programmatic, financial and administrative management of the Programme
  • overseeing high-quality research and advocacy
  • guiding the Programme in the formulation of policy positions
  • managing relations at a senior level with a highly diverse group of national and international stakeholders, requiring significant political sensitivity
  • the effective performance of staff
  • securing a sustainable funding base for the Programme and reporting to donors.
The PHP Director reports to the Executive Director of Transparency International UK (TI-UK), but is also accountable to the global TI movement through an annual report to the global TI board.
The Programme
The PHP’s goal is ‘Improving global health and healthcare outcomes for the benefit of all people of all ages.’  The Programme’s purpose is ‘To achieve genuine change in the pharmaceutical & healthcare sector through reducing corruption and promoting transparency, integrity and accountability.’
The Programme is in start-up phase, and currently consists of one full-time staff member, with the Director and two further staff to be recruited as and when funding allows; additional staff capacity will be located in TI’s chapter overseas.
Around half of the Programme’s funding has been secured for the first year, including the salary of the Director, and TI-UK’s staff are currently working to secure the remainder of the first year’s funding. The PHP Director will need to work with current and potential donors and plan and implement a funding strategy to ensure a sustainable funding base for the Programme.
Based within TI-UK, this Programme operates globally and works at three levels, each of which operates in line with the Programme’s Long-Term Results framework, is underpinned by high-quality research, and is taken forward through inclusive advocacy: i) global policy development and standard-setting; ii) multi-country projects; iii) national-level projects and initiatives.
The Programme is expected to work closely with TI’s other national chapters in relevant countries and with the TI International Secretariat in Berlin. It requires an understanding of the sector, and the skills and diplomacy to work with each group of stakeholders.
The role is based at TI-UK’s offices in central London but also involves international travel. More information about TI-UK and the Pharmaceuticals & Healthcare Programme can be found on our website: www.transparency.org.uk.
