ROLE PURPOSE:
Managing the Logistics and Procurement Functions of the Save the Children to ensure that all aspects of transport and procurement are carried out in transparent and efficient manner that complies with procedures and best practices and building the capacity of logistics staff within Tanzania Country Programme.
You will work with Field offices and head office Logistics team to build their logistics and operational capacity to plan and manage their Supply Chains, fleets and assets efficiently and effectively, ensuring that programmes meet their commitments and are accountable to their beneficiaries and donors. You will be providing technical support to Programme Managers and field office Focal points on all aspects of logistics and operational programme delivery, in order to reduce operational costs and improve the quality and timeliness of projects.

SCOPE OF ROLE:
Reports to: Director of Programmes Operations
Dimensions: Save the Children works directly in 4 field offices (3 field offices i.e Unguja, Shinyanga, Lindi and the head office in Dar) including running projects through partners across the country.
Staff directly reporting to this post: Two (Logistics Coordinator, Procurement Officer)

KEY AREAS OF ACCOUNTABILITY:
- Provide technical advice to staff on organisational logistics procedures and guidance, specifically related to Supply chain, Fleet and Asset management.
- Ensure that Logistics Manual and procedures are regularly updated and are in line with organisational templates, are fit for purpose, meet SCIs minimum operating standards with adequate control mechanisms, and are being implemented and adhered to.
- Ensure monthly reporting systems are implemented in all programs for Procurement, stock, vehicles and assets. Ensure that these reports are being analysed effectively and that operational and strategic decisions are taken and follow up from these analyse.
- Review audit reports and follow up with programmes to ensure that logistics action points are addressed promptly and effectively.
- Support and advise programmes on the management of their Logistics functions and help programme to develop and implement effective performance management and capacity building of logistics staff
- Lead in developing Supply Chain plans on an annual basis which are based on programme needs and which allow for improved planning and delivery of programme activities.
- Provide training at field level to logistics teams and programme managers on logistics procedures and in developing logistics supply chain and fleet expertise.
- Review all high risk project and procurement plans, and advise on:
- feasibility of project in line with current and/or planned logistics capacity
- adequate budgeting of logistics and operational
- risk management in terms of supply chain planning i.e. lead times, donor compliance
- Appropriateness and consistency of recharge strategies for logistics costs such as transport, facilities and equipment with SC and donor policies.
- Work with the region and SCI centre logistics to provide oversight to programs when responding to emergencies
- Working with the Safety and Security focal person on development and implementation of security plans and providing training and technical support in the aspects where logistics are responsible i.e. vehicles, facilities, communications equipment and supply chain.

QUALIFICATIONS AND EXPERIENCE:
- Extensive experience (5 years) managing logistics and/or procurements
- Supply chain management in Humanitarian and development programmes including procurement, transport, warehouse and stock management and distribution
- Experience in setting up fleet management systems including planning, monitoring running costs, pooling, developing replacement strategies.
- Experience in developing staff skills and expertise.
- Experience in the set up communications networks including HF & VHF radio systems, satellite phones and IT systems and development of communications procedures.
- Knowledge and experience of working with major institutional donors, and understanding to their rules and regulations.
- Ability to evaluate logistics structures in complex environments in order to devise appropriate and creative solutions to problems faced
- Excellent computer skills, experienced in Microsoft offices systems, including PowerPoint, Excel and word
- Willingness to travel 40% of the time to attend meetings, carry out programme visits and assessments and assist as needed in emergency response
- Fluency in written and spoken English and Kiswahili is essential.
Desirable
- Experience in programme logistics such as construction, water and sanitation
- Degree in Logistics, Supply Chain Management or similar level qualification.
