The successful applicant will be offered a fixed-term appointment of one year duration limited to the Special Tribunal for Lebanon (STL). This appointment and any subsequent extension(s) are subject to terms of the Tribunal’s mandate and/or the availability of the funds. The Special Tribunal for Lebanon is an international inter-governmental organization with its own independent legal identity and not a UN organization. However, STL follows the UN common system for benefits and entitlements to its staff members. UN staff members may also serve on loan from their parent department/office, if selected.
RESPONSIBILITIES:
Within delegated authority and under the supervision of the Budget Officer, the incumbent performs a wide range of tasks related to the preparation and management of the tribunal’s budget. These include the following:
Provides support with respect to the review, analyses and preparation of the Tribunal’s proposed budgets and performance reports. Co-ordinates with various sections on related issues during preparation of reports. Prepares supporting documents (narrative and supporting tables) with respect to the finalisation of cost estimates and budget proposals, in terms of staff and non-staff requirements. Assists managers in the elaboration of resources for budget submissions. Answers questions from offices regarding costing parameters and other budget issues. Undertakes research and provides support to the Budget Officer with respect to budget reviews by the Management Committee. Monitors regular budgets and Trust Funds and undertakes research and analysis of factors affecting variance between approved budgets and final expenditures, as well as budget projections to check whether estimates can be met from within approved allotments, recommending remedial action in consultation with the office concerned on redeployment of funds. Prepares allotments for regular budget and Trust Fund. In the absence of the Budget Officer, may perform certain duties related to the review and approval of requisitions for goods and services. Reviews obligating documents. Reviews extra-budgetary requests and prepares forecast expenditure reports. Provides answers on budget-related queries from Organs and Registry sections. Provides administrative assistance to the Budget Officer. Monitors integrity of various financial databases. Staffing table control for both Regular and Trust Fund posts - creates and abolishes posts (both fixed-term and temporary) using FPMS Post Management System. Records incumbency of posts and confirms that posts are vacant for recruitment of personnel. Ensures that STA accurately reflects the post incumbency of the Tribunal. Produces the monthly staffing complement report for the Registrar and Chief of Administration. Drafts correspondence in response to general queries. Responsible for filing classification and retention plan. Any other ad-hoc duties as required.

QUALIFICATIONS:
•Education: Completion of secondary education. Demonstrated ability to use computer technology.
•Work Experience: Minimum 7 years of progressively responsible experience in the area of budget or finance.
•Languages: Arabic, English and French are the official languages of the Special Tribunal for Lebanon. For this post proficiency in oral and written English is required. Knowledge of the other official languages is an asset.
•Other: Proficiency in the use of office applications (Worksheets and Word Processing) is essential.
