The Team Leader, Health Systems strengthening will be responsible for providing strategic/technical expertise and guidance on supporting Health Systems Strengthening activities for the Malawi country office and for the supervision of assigned HSS staff.
He/she will work closely with the MOH, zone health offices, district health offices and health facilities, to contribute to district health system strengthening and reduction of the mother to child transmission of HIV in Malawi, improve early infant diagnosis, treatment of HIV and support the essential health package including TB, STI, MNCH services.
Essential responsibilities include the following, but not limited to:
•Lead the HSS team in the development of work plans for HSS activities. •Provides supervision and technical support for assigned members of the HSS team, which requires delegation of responsibilities and assignments, performance monitoring and evaluation as well as jointly coordinating activities for the development and management of new HSS activities. •Ensures the development of overall Health Systems Strengthening strategy to support the National strategy to provide national expansion of HIV prevention, care and treatment, health system strengthening, reduction of the mother to child transmission of HIV in Malawi, improve early infant diagnosis, and support the essential health package including TB, STI, MNCH services. •Lead, coordinate and support HSS team in piloting and implementation of PBF or RBF in selected districts. •Actively participate in the HSS and HRH technical working group and provide technical expertise in HSS at national level including development of guidelines, policies, training manuals. •Lead, coordinate support the districts and Zonal health offices in the development, implementation, review of District and Zonal Implementation plan.
•Lead , coordinate and support the team in the design , implementation of selected HRH related interventions •Actively participate at national and zonal level PBF /RBF related forums.
•Ensures the development of EGPAF’s annual work plan and in the planning and budgeting activities, especially in regard to Health Systems Strengthening. •Provides staff support on all aspects of health care programmes, projects, and activities, with respect to planning, design, implementation, evaluation, status, and progress of projects •Participate in the coordination of technical partner relationships as may be assigned by Technical Director and Country Director.
•Lead , coordinate and support the team in the design , implementation of selected HRH related interventions •Actively participate at national and zonal level PBF /RBF related forums.

Knowledge, Skills and Abilities
•Thorough understanding of the functioning of Malawi health delivery systems, current health sector programs, strategies and implementation plans. •Practical experience in working with health systems at the national and district level, including supply chain and logistics, capacity building, budgeting, strategic information etc. •Highly organized, meticulous and reliable. •Ability to write reports. •Good interpersonal skills. •Excellent oral and report writing and presentation skills.
Required Qualifications •Five to seven years’ experience in HIV/IDS prevention, care & treatment programs. •Master in Public Health; Epidemiology; Health Economics; or other equivalent postgraduate qualification.
