The International Foundation for Education and Self Help (IFESH) (www.ifesh.org) is a non-governmental organization with a mission to support African nations in their efforts to eradicate poverty, disease and inequity through education and self-help partnership programs. Headquartered in Scottsdale, Arizona, IFESH has implemented several education, community development, conflict management and mitigation, and health (HIV/AIDS) programs in several sub-Saharan African countries. IFESH seeks candidates for a number of management, technical and consultant positions for an anticipated five-year program to provide high-quality and targeted technical assistance to Nigeria, Ethiopia and Kenya under the United States President’s Emergency Plan for HIV/AIDS Relief (PEPFAR) and the Global Fund to Fight HIV/AIDS, Tuberculosis and Malaria. The purpose of the services is to ensure that these countries have the capacity and necessary technical expertise for improved service delivery and to respond to the HIV epidemic. IFESH plans to implement the program in the following areas: a) Prevention of Mother-to-Child Transmission of HIV/AIDS (PMTCT); b) HIV Care and Treatment Clinical Services for adults and children (HCT); and c) Surveillance and Strategic Information (SI).
The positions are: a) Project Coordinator/Chief of Party (COP); b) Principal Investigator; b) Business/Financial Management Director; c) Technical Director for PMTCT; c) Technical Director for HCT; d) Technical Director for SI; e) Short-Term Technical Specialists/Consultants; and f) Medium to Long Term Technical Specialist/Consultants(s)
Among other tasks, the candidates provide technical and administrative assistance in knowledge management, production and/or adaptation of program implementation tools, analysis and design of systems for data use, promotion of best and promising practices to enhance learning through workshops, meetings and consultations, and dissemination of new information. The team will also assist to conduct/develop/ produce/ review assessment tools, rapid assessments, situation analyses, guidance, tools, training materials, data quality assessments and assurance, protocols, monitoring, evaluation, and reporting. The short-term technical consultants will form part of a rapid response team that will be deployed to respond to short-term TA needs in the target countries. They will be They will be “on call” and will deployed for a period of less than three months as needed to support countries to evaluate, plan, and support implementation of PEPFAR and Global Fund programs. The medium to long-term consultants will form part of the technical team of experts for 3-12 months deployment to support longer term planning, evaluation, or implementation processes that cannot be resolved through rapid response/short-term
The required qualifications for the positions are degrees in medicine (MD or MB BS) and/or master's degree in public health, international development or related field of study. Minimum 10 years experience in managing health programs and/or providing technical assistance in Africa, preferably in Nigeria, Ethiopia or Kenya. Experience working at both the local and national levels to build capacity in public health programs, local organizations, monitoring and evaluation, PEPFAR and Global Fund indicators and reporting requirements is also required.
