Established in 2002, Radio La Benevolencija Humanitarian Tools Foundation (RLB) is a Dutch NGO committed to the empowerment of minorities and social groups that are, have been or are in danger of becoming the victims of ethnocentric or other forms of hate violence. Using a combination of edutainment methodologies and comparative psychological research, RLB’s media intervention in Rwanda, the DRC and Burundi is a prototype campaign to embed, in national audiences, scientific knowledge of how to resist the psychological pressures and demagoguery that turn individuals into perpetrators of mass hate. RLB’s radio soaps, factual documentaries and educational programmes, in combination with grassroots activities, convey this knowledge while simultaneously stimulating best practices of active bystandership. Regular parallel impact evaluations are conducted to measure the effectiveness of this Intervention tool and to ensure that the strategies and methodologies are attuned to specific contexts. RLB is looking for an experienced media professional to manage a mixed media project for promoting reconciliation, trauma healing and peace building in Rwanda. In the capacity of Head of Mission (HoM), he/she will manage the overall development of the RLB media/communication campaign in Rwanda and coordinate related programme activities. The HoM will be responsible for the development and implementation of RLB's country policy in Rwanda, annual plan and project proposals and their respective budgets.
Roles and Responsibilities
The HoM will be responsible for the following: - Strategic leadership in developing, planning and implementing an Education and Entertainment communications campaign in Rwanda on violence prevention, trauma, trauma healing in close coordination with the Director of RLB and the academic team - Developing and implementing RLB's country policy in Rwanda, annual plan and project proposals and their respective budgets - Ensuring financial compliance with all national applicable laws and regulations, and to the highest ethical standards - Overseeing safety procedures for RLB staff in the country or region based on a continual analysis of the country's context (specifically the internal situation and international relations) - Representing La Benevolencija to government, embassies/delegations, media, the UN and other international agencies, donors and partners - Overseeing human resources management in the mission and advocacy work falls - Such other duties and functions as requested by the Director relevant to his/her knowledge and abilities.

Person Specification
- Proven experience in NGO project management, especially financial, administrative and logistic management
- Proven experience in developing, managing and supervising educational radio drama and media production work
- Knowledge of education & entertainment methodologies
- Experience of working in Africa, preferably in (post-)conflict zones, and of NGO programmes, international policy, context analysis and complicated security situations in unstable or conflict areas
- Extensive managerial experience, including of staff policy as well as project and budget management
- Experience in journalism and media production a definite asset
- Experience in dealing with national authorities and national and international organizations
- Excellent negotiation and communication skills
- Ability to deal with unforeseen, often stressful and difficult situations
- Fluency in French and a good command of English is essential
- Availability of at least 12 months
Salary indication:
The Head of Mission will be hired on a consultancy contract for an initial period of 12 months with the possibility of extension as the project progresses. RLB offers a gross monthly remuneration of between EUR 3.500 and 4.000 depending on experience with an allowance for insurances and on-site accommodation. Applicants must be able to start by 15 April 2013. The HoM will be based in our office in Kigali.
