The South African – German Energy Programme (SAGEN), implemented by the German Agency for International Cooperation (GIZ) on behalf of the German Government, aims to improve framework conditions for increased investments in renewable energy and energy efficiency which contributes to security of supply, climate protection and job creation alike. As part of SAGEN, GIZ in collaboration with the Department of Energy (DoE) and the South African National Energy Development Institute (SANEDI) seek to appoint an experienced Technical Advisor in support of the Energy Efficiency and Demand Side Management (EEDSM) Programme of DoE.
The position will be based at the DoE Offices, Pretoria. Contract period is from December 2012 until September 2014 with optional extension.

Responsibilities
The responsibilities of the Technical Advisor include inter alia
• Support to the implementation of EEDSM initiatives (e.g. Energy Efficient Lighting, Solar Water Heater, E-Campaign) in collaboration with and on behalf of the DoE, SANEDI and GIZ.
• Support the development and implementation of the EEDSM action and implementation plans through the preparation of policies, regulations and national financial support initiatives.
• Facilitate the development of a national communication strategy and implementation hereof related to EEDSM.
• Communicate with internal and external stakeholders
• Prepare Terms of Reference and manage short term consultants.
• Technical and managerial support to SAGEN EE-Component Manager
• Prepare progress reports and the final programme report.
Requirements
• Master Degree in an energy related field (electrical/mechanical engineering, economics, law, etc.)
• Comprehensive working experience at least 5 years related to energy efficiency at a national policy level including economics of energy efficiency, regulations, stakeholder communication, information, awareness, target monitoring and management.
• Fluent in English at professional level both written and for communication
• Ability to interact with people of different cultural and educational backgrounds.
• Extensive experience with international project management will be an advantage.
• Substantial working experience in the South African energy sector will be an advantage.
