The Program Manager, Food Security and Livelihoods (FSL) is responsible for all FSL projects in the Greater Bahr el Ghazal region. The work is with vulnerable households to provide the means to improve and secure food production. Responsibilities include developing new projects (in coordination with the Program Development team and Area Coordinator), supervising project staff, overseeing project implementation and management, reporting, and working closely with government counterparts. The Program Manager should demonstrate a strong Christian faith and willingness to work together for the good of the team.
Samaritan’s Purse (SP) is already present in the Northern Bahr el Ghazal (NBeG) state implementing diverse programs targeting vulnerable persons in the state. The FSL programming is one of the components of SP’s assistance to returnees in NBeG. An estimated 500,000 persons of South Sudanese descent are still in Sudan and are expected to continue trickling in the country. Going by previous trends, returnees will continue making NBeG their final destination point. In addition to the large number of returnees to the state, the border skirmishes in April/May 2012 and recent floods have all caused more displacement and need for FSL programs in this area. Our current programs seek to meet the needs of returnees and displaced by assisting vulnerable households through with seeds and tools and focuses on community training in best agriculture techniques and conducting seed fairs to promote successful agriculture techniques.
RESPONSIBILITIES:
• Develop new projects: oversee research for potential project sites, design projects to meet observed and documented needs, assist in developing proposals, budgets, and logframes, and oversee activity implementation of all FSL sectors. • Supervise project staff: recruit and train needed staff, develop work plans for staff, manage implementation of plans for staff and ensure objectives are met, and work to develop staff capacity in relevant areas. • Oversee project implementation: closely monitor execution of project plans and supervise the implementation of all program activities, manage project budgets and ensure that budgets are appropriately spent according to donor requirements, monitor the progress of project outputs, and ensure quality delivery on a continual basis. • Reporting: prepare and submit weekly and monthly internal reports, prepare and submit donor reports as needed, work closely with Non-Governmental Organizations (NGOs) and government counterparts ensuring partnerships are developed with state ministries. • Attend cluster coordination meetings. • Attend daily morning devotions and participate in prayer support for the ministry, its donors and volunteers. • Maintain a strong Christian witness to colleagues, vendors, charitable beneficiaries, and the general public. • Assess, manage, and report critical physical, emotional, or spiritual concerns of supervised staff.
QUALIFICATIONS:
• Maintains a personal relationship with Jesus Christ. Is a consistent witness for Jesus Christ. • Bachelor’s degree in related field or one to two years related experience and/or training or equivalent combination of education and experience. • Four-year degree in Agriculture or equivalent in field-level work experience.] • Field-level management experience, preferably in Africa. • Able to be diplomatic in communications with all NGO, governmental, and community partners. • Demonstrated flexibility and adaptability in an ever changing environment. • Must be culturally sensitive and respectful of church leaders from all denominations. • Ability to speak Arabic or Dinka preferred
12 month contract with the potential for renewal.
