Job Title: Flight Technical Publications Officer

Job Purpose
- Reporting to the Flight Operations Standards Manager ensures that all technical publications required for RwandAir Flight operations are current. Ensures the distribution of amendments to all technical manuals
- Key Responsibilities
- Maintain and revise the Flight Operations library hard and soft copies, AFM, SOP, FCOM, QRH, FPPM, Weight and Balance, Airport Analysis;
- Maintain familiarity with all Company manuals, technical publications and manufacture manuals and maintain them in an up to date condition through revisions
- Maintain and revise each aircraft library with current publications as per RCARs;
- Liaise with the Head of technical publication in maintenance for MEL and MMEL revisions;
- Procure publications of all Flight Operations company manuals from outside vendors for all flight crew, management personnel, flight operations library, OCC library and aircraft;
- Amend, distribute and inventory all Jeppesen amendment on each aircraft and flight operations library;
- Organize, manage and maintain all document storage an accordance with regulatory requirements;
- Maintain master log of all manuals including electronic;
- Troubleshoot and investigate problem/missing paperwork;
- Implement corrective actions for audit findings in areas which he/she has control and responsibilities;
- Prepare the annual budget for all technical publications and submit it to DFO;

- Supervision of: None
- Functional relationships with: Flight Operations Management, Corporate Library, Technical Library, Training Manager, Quality manager. Externally, all manufactures, Jeppesen, etc.
- External: Jeppesen, Boeing, Aerodata, flight crew training organization, etc
Job Requirements
- Education and Experience
- Technical degree or College preferably in the field of aviation
- Minimum 3 years of experience in airline;
- Conversant with airline operations documentation and control
- A strong understanding of Civil Aviation Regulations;
- Understanding or experience with managing technical publication
- Basic knowledge of aircraft operational procedures desirable.

- Strong communication and presentation skills;
- Analytical thinking;
- Good Interpersonal skills;
- Excellent computer skills;
- English proficiency;
- Able to work well in a team environment;
- Dependability (must have a clear attendance record and on time reporting record and on time reporting record for work);
- Must have local security airside clearance.

In the absence of the Flight Technical Standards Officer, the Records Officer shall be delegated his/her duties.
