MINIRENA/SCBI VACANCIES NOV 2012


The Government of Rwanda with support from the United Nations Development Programme (UNDP) and the World Bank (WB) is implementing the Strategic Capacity Building Initiative (SCBI). Official implementation of the SCBI began in November 2011 and the programme is set to run for up to four years from this date. The objective of the SCBI is to ’build capacity and deliver government priorities’ at the same time. The ministry of Natural Resources (MINI RENA) is responsible for the full implementation of the SCBI in the mining sector.
At its core, the SCBI concentrates on ’transfer of skills and knowledge’ from international experts to junior professionals in Rwanda’s mining administration. The intension of government is that these junior Rwandese women and men become experts themselves and contribute to improVing the performance and efficiency of the sector with the ultimate aim of increasing revenue and the benefit to citizens from mining activities.
The mining sector is the country’s leading export earner, in spite of the need to address several capacity gaps. Last year alone (2011), mining export accounted for USD 164 million, more than tea and coffee export combined.
The GOR has taken several steps to set the conditions for progress. Mining sector development in Rwanda is transforming through increased privatisation, improvements in the legal and regulatory framework and a strong policy and strategy to chart the way forward. However, a number of factors still inhibit its full growth, including : (1) low skills, experience and exposure in various aspects of the mining sector ; (2) limited capacity in monitoring and regulatory enforcement ; (3) lack of knowledge and skills required to attract investment, (4) limited knowledge of geological reserves and, (5) limited understanding the economics of minerals and mining agreements.
It is within this context that government plan to recruit in key areas requiring capacity to build strong expertise and deliver on existing priorities.
Government is particularly keen to receive applications form those who have received a 1sr class degree in their respective discipline.
POSITIONS
1. COMMUNICATION YOUNG PROFESSIONAL (1 POSITION)
Purpose of job :
The ideal candidate will be responsible for all communications and the development of a communication strategy and planning for the mining sector. The candidate will be responsible for the relationship management with MINIRENA and investors and the production and control of all Public Relations activity for Rwanda’s mining sector, the management of events.
Role and responsibilities :
  • Assist in the design internal ! external communications strategy and plan for communicating with various stakeholders the mining sector.
  • Determine and develop various methods for informing and/or presenting information through various mediums (e.g. manual and electronic presentations, printed publications, e-maiis, web pages, video, blogs, TV spots, etc.).
  • Compiles data from a wide variety of sources and set up systems to monitor and manage all communication.
  • Design crisis communication if/when necessary.
  • Research and put in place a system to identify trends for the purpose of obtaining knowledge on current issues.
  • Production of marketing materials and investment materials.
  • Assist in positive promotion of the mining sector.
  • Keep a track record of delivery and transferring knowledge and skills.
  • Submit regular reports to the supervising authority
Qualifications :
  • Master’s of distinction at degree level in communication and lor journalism
  • Knowledge of mining operations and their impacts.
  • Results oriented, good ability to work flexibly on a range of assignments, and adjust to and prioritize a variety of complex tasks.
  • Proven track record of successfully leading a communication and public relations campaign.
  • Ability to work independently and with a team.
  • Computer literate (Power point ! excel ! word).
Professional Experience
  • At least 3 years of experience working in the field of communication or journalism
  • Experience working with the extractive sector, extractive sector issues, or other natural resource issues is a strong plus.
Supervision and reporting arrangements
The Young Professional will report directly to the Permanent Secretary of MINIRENA.
Assignment duration
The duration of the assignment is for two years with a strong possibility of contract extension.
2. POLICY I RESEARCH - YOUNG PROFESSIONAL (1 POSITION)
Role and responsibilities :
  • Undertake background research for a study on impacts mining policy reform in various countries.
  • Assist in the methodological design, implementation, analysis, and monitoring for studies of economy wide impacts of the socia-economic impacts mining developments.
  • Participate in the production of the interim and final reports for the studies on economy wide and firm level impacts on mine developments.
  • Provide similar assistance as required for studies in the oil and gas sectors.
  • Provide support to the RNRA and GMD undertaking analytical and or operational work as required.
  • Submit monthly reports to the supervising authority.
Qualifications :
  • Degree in social science, economics and I or extractive industry related subject is a plus.
  • Strong knowledge of basic computer programs, including Power Point and Excel.
  • Strong understanding of inter-sectoral linkages at both the microeconomic and macroeconomic levels, including impacts of policy changes on outsourcing relationships, consumption and employment multipliers, fiscal revenues, and foreign exchange revenues - Economic modeling experience is a plus.
  • Knowledge of mining operations and their impacts is a plus.
  • Results oriented, good ability to work flexibly on a range of assignments, and adjust to and prioritize a variety of complex tasks.
  • Professional Experience :
  • Minimum of 3 years relevant experience including socio- economic research, analytical economic work, survey design and implementation, and report writing.
  • Experience working with the extractive sector, extractive sector issues, or other natural resource issues is a strong plus.

3. MINING LAW - YOUNG PROFESSIONAL (1 POSITION)
Role and Responsibilities :
  • Assist in the development of legal framework as well as in strengthening capacity to negotiate international mining agreements ;
  • Assist in negotiation and drafting of mining agreements ;
  • Collaborate in the defining of strategies and mechanisms for prevention, mediation or eradication of conflict cases which may occur in the mining sector in Rwanda ;
  • Assist in the designing of procedure to monitor and evaluate implementation of activities in compliance with the respect of the signed agreements ;
  • Submit monthly reports to the supervising authority.
Qualification :
  • Bachelor’s degree in Law : 1st Class grade with Distinction or Distinction grade. Master’s is a plus.
  • Knowledge of Mining Legislation and Decrees formulation and application ;
  • Knowledge of international conventions, continental pacts like the African mining vision and Regional shared strategies in minerals development ;
  • Good knowledge of Rwanda Mining Polley, Law and Decrees ;
  • A very positive attitude to learn
  • Strong oral and written communication skills in English. Knowledge of French is an advantage ;
Professional Experience Work experience in the field of law and extractive industries. Experience working with the extractive sector, extractive sector issues, or other natural resource issues is a strong plus.

4. SMALL SCALE MINING - YOUNG PROFESSIONAL (1 POSITION)
Role and Responsibilities :
  • Assist in developing policies, strategies and activities towards the formalization of mining cooperatives and small scale miners
  • Identify the effective approaches and strategies to be used by various role players in dealing with and managing small scale mining
  • Assist in designing key success factors, driving principles and guidelines that should be used to guide the transition to sustainable development with respect to small scale mining industry
  • Submit monthly reports to the supervising authority.
Qualifications :
  • Bachelor’s degree in social sciences, geology.
  • Knowledge of Mining Legislation and Decrees formulation and application ;
  • Knowledge of small scale mining operations is a plus
  • Results oriented, good ability to work flexibly on a range of assignments, and adjust to and prioritize a variety of complex tasks.
  • Ability to work independently and with a team
  • A very positive attitude to learn

5. MINING CADASTRE - YOUNG PROFESSIONAL (2 POSITIONS)
Duties and Responsibilities :
  • Responsible for the administration of the mineral rights and management of mining license applications, renewals and suspensions,
  • Ensure the effectiveness and efficiency of the mining repository
  • Configuration of Mining cadastre system & administration settings, user
  • management, reports and system
  • Accessing, viewing and analyzing reports in the Mining Repository
  • Maintenance of the Mining Repository, loading data, configuring reports & managing user accounts
  • Usage of GPS I GIS device to plot mining concessions.
  • Participate in the introduction of the most up to date software in geologic data processing ;
  • Submit monthly reports to the supervising authority.
Selection Criteria :
  • Bachelors Degree in Geology/Geophysics/Geography ; 1st Class grade with Distinction or Distinction grade. Knowledge in GIS is an added advantage
  • Knowledge of software packages in geology and mineral studies analyses
  • Good knowledge and experience in map design in Geographical Information System (GIS) environment
  • Knowledge in mapping, compiling and in final production of geologic maps ;
  • Ability to plan and implement field mapping campaigns ;
  • A very positive attitude to learn
  • Strong oral and written communication skills in English. Knowledge of French is an added advantage ;
Professional Experience :
  • Experience working with the extractive sector is a strong plus.

The Young Professional will report directly to the Permanent Secretary of MINIRENA and the Head of the Department of Mines and Geology.
Assignment duration
