DEPARTMENT – EDUCATION
1. District Education Officer (1 Post- Re-advertised)
Ref: DSC/DEO/MDLG; Salary scale: U1E.
Age Limit: 25 years and above.
Qualifications: Should hold an Honours Bachelor Degree in Education from a recognised university or institution; either, a Master Degree in Education Planning and Management or Human Resource Management or Public Administration and Management or other related managerial fields from a recognised university or institution.
Experience: Should have a minimum of 9 years working experience in management of an educational institution or gained from professional experience in a managerial capacity at the level of Principal Education Officer.
Duties: Implementing Education laws, policies and regulations; implementing approved education and sports development plans, strategies and council decisions; providing technical and professional advice; organizing and facilitating teachers training programmes; coordinating school inspection and sports programmes and maintaining an updated teacher’s personnel data bank.
DEPARTMENT – MANAGEMENT
2. Physical Planner (1Post) – Ref: DSC/PP/MDLG
Salary scale: U4. Age Limit: 25 years and above.
Qualifications: Honours Bachelors Degree in either Physical Planning;
Regional Planning; Urban Planning or any other relevant qualification from a recognized institution Knowledge of computer software application packages specially Geographical Information SYSTES (GIS) and Automated Computer Aided Design (AUTOCAD)
Duties: Planning towns and trading centres in the district; guiding developers in processing proper building plans; enforcing the town and county planning Act, 1964 and other relevant laws; drawing site plans for plot (building) development and processing their approval; demarcating plots in towns/trading centers; inspecting structures/building in town / trading centers to ensure compliance with the land use plan; maintaining the District planning information, equipment and records; and guiding District Authorities on balanced development.
3. Information Officer (Posts)
Ref: DSC/IO/MDLG; Salary scale U4. Age Limit: 25 years and above.
Qualifications: Should hold an Honours Bachelor Degree in Mass Communication or any relevant field from recognized university; listening skills; should be computer literate
Duties: Facilitating and analysis and dissemination of information in the district; supervising lower cadres in the department ; ensuring proper coverage of events in the district; advising the Chief Administrative Officer on press matters; coordinating radio and TV programmes sponsored by the district; maintaining an information data bank at the district.
4. Personnel Officer (1Post) – Ref: DSC/PO/MDLG
Salary scale: U4. Age Limit: 25 years and above.
Qualifications: should hold an Honours Bachelor Degree in social works and social administration or Arts or Business Administration/ Business Studies (Management option) ,Bachelor of Management Sciences or its equivalent; from a recognized university or institution;
Duties: Carrying out staff welfare management for local governments ; planning and organizing the man power resource through recruitment, deployment, training, utilization and discharge as per schedule; providing technical advice to the council and technical departments on matters related to Human Resource Management issues; monitoring staff performance through staff appraisal exercise to ensure quality service delivery; preparing Human Resource Management work plans, budgets and performance reports as instructed by the supervisor; interpreting the
Human Resource Policies, rules, regulations and procedures; providing assistance in the management of the payroll of the local governments and compiling reviewing and keeping custody of the staff lists and related personnel records.
DEPARTMENT – COMMUNITY BASED SERVICES
5. Community Development Officer (7 Posts- Re-advertised)
Ref: DSC/CDO/MDLG; Salary scale: U4. Age Limit: 25 years and above.
Qualifications: Should hold an Honours Bachelor Degree in Development studies, social sciences, arts, social works and social administration or Arts , Management or its equivalent from a recognized institution.
Duties: Planning and budgeting for development programmes at the community level; supervising staff that is involved in uplifting the social and economic welfare of local communities; organizing local communities to effectively participate in development initiatives; Sensitizing communities on gender issues, social rights, roles and obligations; Monitoring, evaluating and reporting; on community development programmes and projects.
Promoting the equal participation of all communities in development programmes; Promoting the creation and growth of function groups for the improved welfare of the population; Training communities in literacy programmes and income generating activities; Providing advice of the effective mobilization of the community for development and Sensitizing communities to adhere to existing legislation on gender and child rights.
DEPARTMENT – FINANCE
6. Senior Accounts Assistant (5 Posts) – Re-advertised
Ref: DSC/SAA/MDLG; Salary scale: U5. Age Limit: 23 years and above.
Qualifications: ‘A’ level Certificate, with a Diploma in Accounts or Business Studies or Business Administration or Financial Management or its equivalent from a recognized institution; or a pre-professional accounting qualification (ATC or CAT) awarded from recognized institution and accredited by the Institute of Certified Public Accountants of Uganda (ICPAU).
Experience: At least three (3) years working experience administrative officer in a public or reputable organization.
Duties: providing custody for accounting records and documents; processing deferred tax payments and returns and keeping records thereof posting financial transactions, cash books and subsidiary ledgers to general ledger and updating books of accounts; preparing pay change report forms and reconciling payroll transaction reports; entering transactions into the commitment control register; providing custody of cash and imp rest and effecting payments and preparing draft monthly reconciliation reports;
7. Statistician (1 Post) – Ref: DSC/STAT/MDLG

Qualifications: Honours Bachelor Degree in Statistics or its equivalent from a recognized institution.
Duties: Collecting, analyzing and storing data; Producing statistical reports; Appraising Development projects; Organizing and implementing national surveys’ ; and providing technical support on statistical matters to local Governments.
DEPARTMENT – NATURAL RESOURCES
8. District Natural Resource Officer (1 Post- Re-advertised)
Ref: DSC/DNRO/MDLG Salary scale: U1E.
Age Limit: 25 years and above.
Qualifications: Honours Bachelor of Science Degree in either Forestry; Wetlands Management; Environment Studies; Land Management, or any other relevant Science Degree plus a Post graduate Qualification in management studies from a recognized institution.
Experience: should have a minimum of 9 years working experience three of which at principal level in a natural resource management/environment.
Duties: enforcing the implementation of National Policies; rules regulations and council bye-laws on sustainable exploitation of natural resources; management of the provision of extension services on natural resources; appraising work plans and technical proposals in regard to
environment impact assessment; preparing and submitting work plans and budgets for the natural resources subsector; tendering technical advice to the District Council and other stakeholders; managing issues of land tenure ownership and lease holding in the district; appraising and ascertain compliance to land use regulation and the district infrastructure designs; initiating and advising council natural resources bye laws and ordinances; supervising and appraising the performance of the departmental staff; and preparing and presenting performance reports to the District Council and other stakeholders.

9. District Production Officer (1Post)
Ref: DSC/DPO/MDLG; Salary scale: U1E. Age Limit: 25 years and above.
Qualifications: Honours Bachelor of Science Degree in either Fisheries or Agriculture or Veterinary Science or its equivalent; And a Post graduate qualification in any of the above fields is a must. Post graduate qualification in Management or Public Administration or an equivalent qualification from a recognized University/Institution is an added advantage.
Experience: should have a minimum of 9 years working experience in Agricultural / Marketing sector three of which at principal level in government or equivalent experience in reputable organization.
Duties: coordinating the preparation of Production and Marketing budgets and Strategic Action Plans for the district; coordinating the implementation of government production and marketing policies, programmes, projects and regulations and district budgets and strategic action plans; coordinating the delivery of production and marketing extension services in the district; providing technical guidance and advice to the administration of the District and District Council on production and marketing issues, programmes and projects; monitoring the direction and control of the threat and occurrence of pests, vermin and animal epidemics in the district; monitoring the use and management of production and marketing facilities in the district; promoting appropriate production and marketing technologies and best practices in the district; identifying market potential and advising the producers appropriately and providing and regulating veterinary and animal husbandry activities and related.

10. Motor Vehicle Attendant (1 Post)Ref: DSC/MVA/MDLG
Salary scale U8. Age Limit: 25 years and above.
Qualifications: “O’ Level Certificate
Duties: Assisting the driver in fueling the vehicle; directing the driver when driving, turning or parking; checking the vehicle to ensure correct levels of lubricants such as oil; loading and offloading the materials on and off the vehicle; guarding the vehicle while on safari during the day and at night; washing the vehicle before and after safari.
11. Driver (2Posts) – Ref: DSC/DV/MDLG
Salary scale: U8. Age Limit: 25 years and above.
Qualifications: ‘O’ Level Certificate; valid Driving Permit of Class C or D; clean driving record; Basic mechanical and vehicle maintenance skills.
Duties: driving vehicles for official duty and assignment; carrying out basic maintenance of the vehicle; reporting major technical mechanical faults to the supervising officer; maintaining basic records regarding the vehicle as instructed; ensuring the safety of the vehicle while on duty
12. Plant Operator (1Post) – Ref: DSC/PLO/MDLG;
Salary scale: U8. Age Limit: 25 years and above.
Qualifications: “O’ Level Certificate; valid Driving Permit of Class E; clean plant operating record; Basic mechanical and vehicle maintenance skills.
Duties: operating plant for official duty and assignment; carrying out basic maintenance of the plant; reporting major technical mechanical faults to the supervising officer; maintaining basic records regarding the plant as instructed; ensuring the safety of the plant while on duty
13. Plant Attendant (2 Posts) – Ref: DSC/PLO/MDLG
Salary scale: U8. Age Limit: 25 years and above.
Qualifications: “O’ Level Certificate;
Duties: cleaning and assisting in keeping the security of the plant; assisting the plan operator in basic maintenance of the plant; oiling, greasing or refueling the plant as instructed;
