Purpose of position:
As a result of the January 2010 earthquake, all the Haitian Red Cross buildings in Port-au-Prince where destroyed beyond repairs.
The project will consist of building the Haitian Red Cross Headquarters and operational facilities such as a warehouse, a vehicle workshop, blood collection centre, etc. It will be implemented in phases on the basis of available funding.
The Project Manager is part of the management team of the International Federation of Red Cross and Red Crescent Societies (IFRC) country delegation in Haiti and is accountable, under the direction and guidance of the Country Representative for the management and coordination of the project. The Manager will act as liaison between the client and the appointed Project Management Firm.
Description of Key Duties and Responsibilities:
Coordinate the construction project pre-feasibility study on the basis of the initial pre-investment study to insure in consultation with the Haitian Red Cross the validation of needs and technical specifications including matching the requirements of the office space and operational facilities with the financial resource available.
To be the main link between the International Federation/Haitian Red Cross and the appointed Project Management Firm.
Support the Project Management Firm in defining the project planning, the construction schedule and the cost.
Support the Haitian Red Cross for obtaining the necessary construction permits from the local authorities.
Support the IFRC Logistic Department in selecting and contracting the Project Management Firm and the construction company.
Act as the project budget holder using the International Federation financial procedures.
Be the link between the project and the International Federation technical departments mainly legal, finance and logistic.
Act as secretary of the Project Oversight Group.
Work in close collaboration with the Haitian Red Cross counterpart.
Closely monitor and ensure the project implementation as per the plan and budget including the site preparation, the quality control, the supply chain for tools and material, the labor and the project implementation mile stones.
Attend the construction site meetings with the Project Management Firm.
Ensure that all payment related documents are properly recorded and are as per the contract and the IFR standards.
Review the certificates of completion and finalize the hand-over.
Actively support the Federation risk management process.
On a monthly basis, report to the stakeholders on the progress of the project including the financial aspect.

Ensure effective working relationships with services units at zone level.

To ensure efficient and effective management of Federation resources in the operations/programmes under responsibility.
To ensure that the International Federation Secretariat and the Zone office, through the relevant counterparts, are kept fully informed on developments of the project under its responsibility.
To ensure compliance with Movement and International Federation policies and Secretariat management policies, procedures, processes in the area of operation.
To seek management and policy advice and guidance as required.
Duties applicable to all staff:

Position Requirements
Education:
Bachelors Degree in Civil Engineering, Quantity Surveying, Architectural, or equivalent.
Post Graduate degree(s) in civil engineering, project management, quantity surveying, architectural, business administration, international relations. - Preferred
Basic International Federation Delegates Training Course. - Preferred
Experience:
Minimum of 8 years professional experience in the management of large scale civil engineering construction project in a complex environment.
Demonstrated experience in building and maintaining relationships with various partners and stakeholders, and experience managing stakeholder expectations.
Previous experience in working for a humanitarian organization
Experience working in Haiti - Preferred
Volunteer and/or professional experience in a National Society / Red Cross Red Crescent Movement - Preferred
Acquainted with International Federation policies, procedures and systems - Preferred
Work experience at international level in the field of management a construction project
