BRIEF BACKGROUND AND SUMMARY OF THE PROJECT
Mozambique is one of the poorest Countries in Africa, currently ranked 184 on the UNDP Human Development Index. Food insecurity is widespread due to low crop yields, lack of income and assets, underdeveloped markets, and poor access to facilities. The country is highly vulnerable to natural disasters and is regularly affected by seasonal flooding.

The country is highly vulnerable to natural disasters and is regularly affected by seasonal flooding.
Levels of educational attainment in Mozambique remain low. This is particularly marked in remote rural areas, where problems of access and quality are significant. Over the past few years, opportunities for children to go to school have improved considerably, however the quality of education remains a challenge and dropout rates are high. Nearly half of primary aged school children drop out before grade 5. Many schools do not have access to adequate water and sanitation facilities and lack basic facilities such as chair and desks. Poverty and AIDS also compromises educational attainment as children of the poorest families or those affected by HIV and AIDS are more likely to drop out compared to their wealthier or healthier counterparts.
Since 2008 Concern Worldwide has been implementing an EC funded Primary Education Programme in 5 Districts of Manica Province. The project ‘Primary Education for all in a Protective Environment in Mozambique’ has the following Overall Objective: To contribute to the development of a sustainable system that will enable poor children in Manica Province to develop in active, self-reliant citizens of Mozambique
The project aimed to achieve this through:
1. Improved responsiveness of education services providers, mainly at district and provincial levels, to fulfil all children’s, including girls and vulnerable children, right to education in the above target areas.
2. Communities surrounding 350 schools will have increased their involvement in ensuring that all children, boys, girls and vulnerable children realise their right to good-quality, gender-equitable primary education.
3. School and home environments enabling and protective for 39,000 children

OBJECTIVES OF THE EVALUATION
The overall objective of the final project evaluation is to: obtain an objective and independent analysis of the programmes implementation and achievements against the proposed objectives and expected results. The analysis should be defined in terms of relevance, effectiveness, efficiency and impact. The analysis will also present a comparative analysis against the findings of the final evaluation of the Education Programme implemented directly by Concern in Zambezia Province, which was closed in June 2012 and the Education Programme in Manica Province undertaken through partners. This will include the identification of good practice and lessons learnt for future interventions.
Specifically the Evaluation will
a) Review the implementation of the project against planned activities and results
b) Assess the effectiveness and impact of the programme in meeting the specific objectives and results defined in the proposal and logframe
c) Assess how far the project has contributed to the overall goal outlined in the proposal and logframe
d) Identify good practices and opportunities that could be replicated or scaled up and make recommendations for Education programming based on the evaluation findings
e) Undertake a comparative analysis of the two EU funded Projects using the DAC criteria to compare and contrast the two. In this derive summary findings of the comparative performance of the two interventions and their combined impact and lessons derivable from the two actions
f) Undertake a comparative analysis of the two EU funded Projects using the DAC criteria to compare and contrast the two implementation methodologies; direct implementation in Zambezia and implementation through partners in Manica.

QUALIFICATIONS
• Advanced university degree in Education;
• Extensive experience in developing and implementing M&E activities for development projects at the international level, including field work;
• Previous experience with Education related projects;
• Fluent in English and Portuguese;
• Previous experience in Southern Africa would be a bonus .
